Study On The China’s Cross-border Ethnic Issues And Governance For Them In The Perspective Of The Modernization Of Frontier Governance

The cross-border ethnic groups are objective human groups in the era of nation-state that some ethnic groups contact with the sovereign boundary line and nation.At present,there are about 32 cross-border ethnic groups near the land boundary line of China.Cross-border ethnic members on both sides of the sovereign boundary line conduct cross-border interactive activities based on multiple factors which are objective,and “cross-border ethnic factors” distinguish such cross-border interactive activities from other general cross-border activities.Cross-border ethnic issues are partial: they are a small part of frontier affairs and issues in the process of frontier governance modernization,and a small part of cross-border interactive activities of cross-border ethnic members,and the cross-border ethnic members participating in them are only individual or minority.The reason why cross-border ethnic issues become problems lies in the value judgment of the nation state.In the field of political science research and from the standpoint of nationalism,cross-border ethnic issues infringe on,disturb and threaten the national position,national interests and national order,so the state makes value judgments on them,thus defining cross-border ethnic issues at the level of nation.Because cross-border ethnic issues have the characteristics of cross-border interaction,and their impacts involve at least two countries,different countries have different judgments on cross-border ethnic issues based on differences in their positions and interests.For the related countries,although the cross-border ethnic issues initially occurred in the border areas,their negative impacts not only involve many fields of the frontier or even the nation and the modernization of governance for them,but also involve the international environments and opening up development strategies.Therefore,it is necessary to integrate the governance of cross-border ethnic issues into the frontier governance and its modernization within the unified scope of state governance and its modernization,coordinate the various levels of all parts and governance resources by using national public power,promote the governance of cross-border ethnic issues in China.“To do a good job,one must first sharpen one’s tools.” It is necessary to use and optimize the governance structure and mechanism to deal with cross-border ethnic issues.Thought is the forerunner of behavior.In the above links and processes,the principle of unified and comprehensive leadership of the Communist Party of China must be adhered to,and it is necessary to uphold the governance concept of the Party committee and government as the “locomotive” and the concept of activation of stock and innovation increment.The main content of the thesis is divided into the following chapters.The first chapter analyzes the similarities and differences of cross-border(boundary)ethnic,cross-border ethnic,and cross-border(country)ethnic from three aspects:“nation”/“ethnic”,“border”(separator),and “cross”,and finally clarified the concept of cross-border(boundary)ethnic;describes the cross-border ethnic groups distributed near the boundary of our country.The second chapter,cross-border ethnic groups have objectivity,movement is the essential attribute of objective things,so the cross-border interactions of cross-border ethnics have objectivity,universality and generality.The cross-border interactions of cross-border ethnic members will inevitably have impacts on the relevant states,and the attribute and degree of the impacts will be determined by the states.This section is intended to explain that cross-border ethnic groups and their cross-border interactive activities are not equivalent to cross-border ethnic issues.The third chapter explains the connotation of cross-border ethnic issues,emphasizes that they are partial;divides cross-border ethnic issues into many fields based on China’s state position and state fields,then describes and analyzes them;this also leads to a point of view: cross-border ethnic issues are one “face” of the “meta-issue” of the state and its frontier.The fourth chapter expounds the negative impacts of cross-border ethnic issues on the modernization of China’s frontier governance,open development strategies,and peripheral diplomatic relations,aiming to illustrate the importance and necessity of governing cross-border ethnic issues.The fifth chapter explains the principles and concepts of leading and guiding the governance of cross-border ethnic issues;coordinates the field attribute and cross-border ethnic attribute of cross-border ethnic issues,and puts the governance of them into the scope and process of the modernization of frontier governance and state governance;discusses the structures and their optimization of manufacturing tools,governance tools themselves,running governance tools;discusses the construction and optimization of governance capabilities;finally,designs and optimizes relevant governance strategies to create a governance atmosphere.
