Research On The Capacity Building Of Border Government At The County Level In China

The governance capacity of the Border County government is a functional power reflected through the governance efficiency of the Border County government,which is not only related to the security and stability of the Border County and the sustainable development of the economy and society,it also affects the country’s security,stability and prosperity,long-term stability and the country’s image at the regional and international levels.The border area is the special area of the country and the weakest area of the country’s development ability.It is not only the "bridgehead" of the country’s opening,but also the most advanced barrier or buffer area of the national security.It is of great significance to build the governance capacity of the border county level government.The governing capacity of border county-level government refers to the functional power embodied by the border county-level government as the core governing body in the practical process of handling the special state affairs and social affairs of the border county.The governance capacity of the border county-level government is reflected through the governance practice of the border county-level government,that is,governance efficiency,the governance capacity of border county government mainly includes the governance capacity of planning and development,the governance capacity of social stability,the governance capacity of border security,the governance capacity of ecological governance and the governance capacity of external radiation.A border county under the control of a border county government is defined as a county that is land-bound or bounded by a shared river with a neighbouring country.There are 134counties(cities,districts and so on)in our existing border county.With the quickening pace of the modernization of China’s national governance,the capacity of national governance is improving day by day,the efficiency of governance is improving step by step,and the country’s strength is strengthening,and it is moving to the center of the world stage.Under the visual threshold of the modernization of National Governance Capability,the position,function and significance of the governance capability of the Border County level government are more prominent than ever.However,it is difficult to keep pace with the modernization of national governance at the county level.The governing capacity of Border County Government determines the governing efficiency of border county.Starting from the construction of the governance capacity of the Border County level government,how to strengthen the capacity-building of border county-level governments for planning and development,how to strengthen the capacity-building of border county-level governments for maintaining social stability,how to strengthen the capacity-building of border county-level governments for Border Security Governance,how to strengthen the capacity-building of ecological governance of border county-level governments,and how to strengthen the capacity-building of external radiation governance of border county-level governments,etc.,are the internal value pursuits and practical significance of the governance capacity building of the Border County level government.This study is through a large number of field research,in the form of observations,interviews and other forms,to extensive collection,collation,analysis of relevant literature.According to the connotation,significance and construction path of the special governance capacity of the border county-level government,this paper uses the standard analysis method to answer the research topic of "the governance capacity construction of the border county-level government" in China.This paper is divided into seven chapters,the first chapter is the governance capacity of the Border County government,that is,the significance of the governance capacity of the Border County government in the modernization of national governance,the connotation of the governance capacity of the Border County government and its construction significance.The second chapter is about the actual environment and challenges of the Governance Capacity Building of the Border County government,that is,the internal and external environment and challenges.From chapter three to chapter Seven,Author puts forward five special governance capabilities according to the actual environment and challenges faced by the government at the border county level,that is,to plan and develop the ability to govern,maintain and stabilize the ability to govern,control border security,control border ecology,and control external radiation,and discusses respectively the definition of its special governance capacity,the significance of the construction of governance capacity and its paths,and studies the modernization construction of governance capacity of Border County governments in order to improve their governance efficiency.It is also the main part of this study.This study outlines the difficulties and challenges faced by the government at the border county level from the governance of the government and the governance capacity of the government at the border county level,then,the logical order of how to improve the governance ability of the border county government forms a complete research structure system,that is,from finding the problem to analyzing the problem to solving the problem.The study of governance capacity building at the border county level is closely based on the combination of the reality of governance and the reality of governance capacity at the border county level,making comprehensive use of the knowledge and methods of political science,management science,sociology,history and other humanities and social sciences,strengthening the analysis and resolution of the practical problems and challenges in the border counties by the border county-level governments,and enhancing the governance capacity of the border county-level governments,in order to promote the modernization of governance capacity of Border County level government.Through the study on the construction of the governance capacity of the Border County level government,the modernization level of the governance capacity of the border county level government will be raised to realize the value of rich,rule of law,civilization,harmony,peace and beauty in the governance of the border county level,so as to achieve safe border,stable border,fixed border,rich border,amity border,beautiful border county-level government governance objectives.
