| Over the past 40 years of reform and opening up,non-public enterprises have grown into an important force to promote the economic and social development in China.By the end of 2021,there were more than 44.57million private enterprises in China.Undoubtedly,non-public enterprises,in China,have become an important force to drive the reform of the economic system,adjustment of industrial structure and establishment of a modernized economic system for the new era."The Proposals of the Central Committee of the Communist Party of China for Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035" sets forth a grand blueprint for building a great modern socialist country.In the context of the complicated domestic and foreign developments and the severe impact of COVID-19 pandemic,non-public enterprises are one of the main forces to enhance the social productivity and to promote the economic development.Strengthening the Party Building for non-public enterprises is not only a political need for the Party to consolidate the governing base,but also a need to ensure that the nature and direction of social and economic development conform to the path of socialism with Chinese characteristics.Party organizations in non-public enterprise are the battle fortress of the CPC in the non-public enterprise.All of thing,including the development and progress,stability and prosperity,living and working in peace and contentment and welfare for the employees,and the implementation effect of the decisions and arrangements made by the Party Central Committee in the nonpublic enterprise,are testing the organizing capacity of Party organization in non-public enterprise.Therefore,it is on the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era,on the basis of Contingency Theories of Proletarian Party Organization Construction Theory and Organizational Behavior,in the context of the development of non-public enterprises for the new era,and on the research of organizing capacity of the Party in non-public enterprises,that all of these have important theoretical significance and practical value.From a theoretical perspective,organizing capacity of the Party in non-public enterprises is the effective link between the non-public enterprise party’s organization and the economic development of the non-public enterprise.The Communist Party of China scientific configuration and adjustment,the ways of which are improving Party’s organizational structure,adjusting Party’s organization rules and regulations,optimizing the ranks of party members and cadres,improving the responsibilities of the Party organization,allocating Party organization resources,deploying scientifically for the internal and external elements governed by Party organization under the leadership of CPC in non-public enterprises,so as to realize the organic integration of Party organization resources and organizational mechanism,to display the effectiveness of the Party organization continuously and efficiently,to implement the decisions and arrangements of the CPC Central Committee,to lead the healthy development of nonpublic enterprises,to fulfill social responsibilities,to promote social progress,and to make a contribution for CPC in building a well-off society in an all-round way and realizing the great rejuvenation of the Chinese nation.The organizing capacity of the non-public enterprise party consists of six aspects:the political leadership,developmental impetus,mass cohesion,organizational control,self-innovation,and organizational supervision of the non-public enterprise party organization.The strength of these six aspects determines the extent to which the party organization of non-public enterprises can play a role in non-public enterprises,and it is related to whether the ruling foundation of the CPC is stable and whether the modernization of the economic system is rise or fall.There are many factors affecting the party’s organizing capacity building in non-public enterprises.From the perspective of internal factors the organizational structure,system,members,functions,and disciplines.From the perspective of external factors,they include the ideological concepts of non-public business owners and employees,the economic conditions,and the organization and management structure.An analysis on these factors will help us to explore effective ways to improve the party’s organizing capacity in non-public enterprises.From a historical perspective,the Communist Party of China has continuously strengthened the party organization construction and explored political guidance and economic leadership for non-public enterprises in accordance with the characteristics of Chinese social and economic development at different historical stages,in the course of the revolution,construction,and reformation over the past one hundred years.The methods of political leadership for non-public business owners and enterprise employees have both rich historical experience and profound historical lessons in the improvement of the party’s organizing capacity.From the founding of the People’s Republic of China to the construction of the socialist revolution,before reform and opening up,the ways of the CPC improving the experiences of the party’s organizing capacity were mainly to establish party branches which played the role of labor unions and federations of industry and commerce,to jointly carry out party organization work,to form basically the "four-party management" organization,namely Party branches of non-public enterprises,worker representatives,delegated cadres and capitalists;in the new period of reform and opening up,by strengthening the organizational and work coverage,the CPC enhanced Party members and cadres,Party organizations institutionalized,standardized construction in order to improve the party’s organizing capacity in non-public enterprise.entering a new era of socialist construction with Chinese characteristics,by constantly strengthening self-construction,innovating organizational methods,non-public enterprise party organization keeps advancing with the times,reinforces political and economic leadership for non-public enterprises,integrates political culture inner Party with corporate culture,and Sees Party selfgovernance exercised fully and with rigor,so as to continuously improve the party’s organizing capacity in non-public enterprises.From a practical perspective,with the rapid development of non-public enterprises,the Party organization in non-public enterprises has basically fulfilled the the double coverage for non-public enterprises in various fields,within the joint promotion of the Party Central Committee and Party committees at all levels.In 2012,the Party Central Committee issued the "Opinions on Strengthening and Improving the Party Building Work in Non-Public Enterprises(for Trial Implementation)".All parts of the country had successively formulated and implemented guidance documents on promoting the party’s organizing capacity based on local conditions.The guidance documents pointed out the direction and deepened the party’s organizing capacity in non-public enterprises.Since entering the new era,the new development of digital information technology has changed people’s way of life and cognition,and finally integrated into social production to achieve a new transformation of production mode.This also promotes the development and changes of the organizational management mode and operating mechanism of the non-public enterprise.These changes make the improvement of the Party’s organizing capacity of the non-public enterprise suffer from many problems and challenges.In terms of the political leadership of non-public business owners and corporate employees,there is a contradiction about the political leadership of the CPC either high recognition or low;in terms of the impetus of the Party organization,there is an imbalance between macro-identity and micro-identity;in terms of the mass cohesion construction,there is a contradiction between emotional love and behavioral alienation;in terms of Party’s organizational control,there is a contradiction between high coverage and inefficient operation;in terms of self-renovation,there is a difference between global identity and group identity;in terms of supervision,there is a contradiction between strengthened deployment at the policy-level and "virtualized"implementation at realistic-level.From the perspective of strategies,with the reform and development of non-public enterprises,the party building work of non-public enterprises will continue to face new situations,new changes,and new requirements.It is urgent for the Party organizations of non-public enterprises to deepen practice,exploration and innovation.Party organizations in non-public enterprises must earnestly implement the spirit of the 19th National Congress of the Communist Party of China,all previous Plenary Session of the 19th Central Committee of the Party,and the National Organizational Work Conference under the guidance of Xi Jinping’s Thought on Socialism with Chinese Characteristics for the New Era.The rudder of the political direction of public enterprise development,combined with the "improvement of organizing capacity" project implemented by the Party Central Committee and party committees at all levels,integrates into the central work,adheres to problem orientation,grasps key links,improves comprehensively the centripetal force,vitality,constraint,attractiveness and influence,and achieves high-quality development of party building work in non-public enterprises.Party organizations in non-public enterprise can improve political awareness by clarifying political directions,strengthening political missions and political responsibilities,enhancing political responsibility,heightening political skills,and purifying political ecology.by establishing a fair competition system,optimizing the business environment for enterprise development,reducing enterprise operating costs,and guiding the direction of enterprise development,the high-quality party building and enterprise economy can be achieved,and impetus of non-public enterprise party organizations is enhanced;by strengthening the construction of enterprise party members and cadres,enhancing the awareness of political participation of non-public business owners,and enhancing the ideological and political education of enterprise employees,the vitality of individuals in the organization is activated individual capabilities are enhanced,and the core strength of the organizing capacity in non-public enterprise is reinforced;by optimizing the governance unit,straightening out the subject-object relationship,and innovating the way of party affairs management Party organization in non-public enterprise can be re-empowered so as to rejuvenate and improve the party’s organizational control in non-public enterprises;by strengthening system construction,eliminating power alienation,implementing strict governance of the party,and reshaping the authority of the party organization,organizing capacity in non-public enterprises is guaranteed strongly.From the perspective of evaluation,the CPC is to realize our great dreams,carry out our great struggle,develop our great projects,advance our great cause,all of which are inseparable from the primary Party organizations functioning as the battle fortress.The Party organizations of non-public enterprises are an important part of the Party organizations at the primary level of the CPC.In the process of Party building in nonpublic enterprise,the political functions of the Party organizations are weakened,the capacities of Party members and cadres are insufficient,the construction of Party organizations’ mechanisms is incomplete,and the innovative work of Party building is formalized.These problems lead to a serious impediment to the great project of the CPC.Objectively,Party organizations of non-public enterprises are required to focus on the improvement of organizing capacity,strengthen the organization-coverage,and achieve the organization-coverage,but also realize the effective promotion of the Party organizations.However,the improvement of the organizing capacity of the Party in non-public enterprises cannot be achieved overnight.It needs to continue to make efforts for a long time.As a long-term construction mechanism,the promotion of the organizing capacity of the Party carries out the Party organization work,so that the Party organization of non-public enterprises can be built into a strong battle fort of the CPC in the non-public sector of the economy and help non-public enterprises to establish a tight defense line to guard against and dissolve various market risk.Thereinto,exploring and improving the evaluation system of the Party’s organizing capacity in non-public enterprises to improve the effectiveness of work is directly related to the overall promotion of Seeing Party self-governance exercised fully and with rigor for the new era.It has important theoretical significance,but also great practical meaning.Therefore,after clarifying the effective standard for the promotion of the organizing capacity of the Party in the non-public enterprise,we need to construct an evaluation system for the efectiveness,to form a complete and effective evaluation process,and to improve constantly the evaluation standard,system and process for enhancing the effectiveness and to promote the effectiveness of the organizing capacity of the Party in non-public enterprise. |
