Research On Society Re-organization In Urban Community Governance

Strengthening the social governance at the grass-roots level and improving the efficiency of social governance are the key to guarantee the social stability and consolidate the political power at the grass-roots level.Therefore,how to realize the“Good governance”of the grass-roots society is an important subject that the party and the country urgently need to solve.Community is not only the living space of residents,but also the basic unit of social governance.Therefore,to promote effective community governance is an important basis and key to the realization of good governance in grass-roots society.At present,with the deepening of social transformation and the accelerating process of urbanization,the trend of social disorganization is prominent.With the growing population of urban communities,the governance dilemma within the community has become increasingly prominent.It can be said that the social problems brought about by social disorganization are gradually socialized.Therefore,how to solve the plight of urban community governance and improve the effectiveness of urban community governance has become the basic task of government community governance.In this paper,the author tries to clarify the basic logic of urban community governance through the practice of W community governance in Shanghai from the perspective of social re-organization.After the founding ceremony of the People’s Republic of China,the party and the state organized the relevant members of the city by establishing state organs,enterprises and institutions in the city,and established the unit community as their living space.W community is built and developed under this historical background.From this period,the urban grass-roots gradually formed a unit as the core of the highly organized society.This is the first chapter to elaborate on the main content.Units through the employment system,household registration system,social security system for the social management of urban residents.As a supplement to the social management system,the street residence system plays an auxiliary role in the social governance at the grass-roots level.Because the unit is the working space of the employees and the unit community is their living space,the urban community under the unit system is a highly organized and isomorphic unit community.The second chapter studies the governance dilemma of social disorganization.After the reform and opening up,the highly organized unit community gradually disintegrated,the trend of social disorganization gradually strengthened.In this historical trend,housing system reform,state-owned enterprise reform and other reform measures accelerated the social mobility of members within the community,resulting in the unit community gradually weakened the control of residents.At the same time,the atomized individual,the residents’ changing concept,the pluralistic subject,the “Administrative” neighborhood committee and the fragmented community have caused the new community governance dilemma.Chapter Three,Chapter Four and Chapter Five study the practice of social re-organization of Community W in order to solve the dilemma of community governance from the perspective of community structure,action and culture.The third chapter discusses the measures to promote the re-organization of community main body in the “Community Structure” of W community.W community Party organization and Neighborhood Committee made a preliminary attempt at social re-organization by organizing and mobilizing community residents to set up community volunteer teams.Then,under the initiative of the town-level government,the community two-committee organization realized the re-organization of the multi-subject in the community by setting up the community neighborhood center,integrating the community Party organization,Neighborhood Committee,community volunteer team and social organization.It can be said that through its political and organizational advantages,the two committees of W community have established a community structure with the party-government integration as the core.The fourth chapter analyzes the concrete practice of W community to promote social re-organization from the angle of “Community Action” with two cases.One case is the community living garbage classification work as the community normalization affairs.Through systematic organization setting,standardized platform construction and routine organization and supervision,the community garbage classification work can be carried out in a normal way.Another case is as a community emergency community epidemic prevention and control work.The community responded to the unexpected events in the community timely and effectively by means of constructing structured grid,organizing regulation and intelligent technology.It can be said that under the Union of the two committees of the community,the multi-subjects form a cooperative community action by the way of collective participation and co-governance,thus establishing a community of action with community service as the core.The fifth chapter describes the concrete practice of W community to promote social re-organization from the angle of “Community Culture” by shaping community“Public Spirit”.W community under the leadership of the two committees,first,through the development of public welfare community hall and periodic activities for the convenience of public welfare activities,to promote community identity,promote community culture building;Second,through the development of mass organizations such as deliberative mass organizations and service-oriented social organizations,community consensus has been achieved and community public value has been promoted.In this process,the community has established the community governance idea of “cooperation and co-construction” and the resident life style of “norm and order”,and finally formed the community cultural community with the public spirit as the core.The sixth chapter summarizes the logic approach of social re-organization in the current urban community governance through the governance practice of W community.Under the interaction of “The structural logic of party and government integration”,“The action logic of community service” and “The cultural logic of public spirit”,communities form a community of social governance.However,at present,the social re-organization promoted by the triple logic is not perfect,and there are still some deficiencies.Therefore,it is necessary to promote the de-administration of neighborhood committees in an orderly way,encourage the development and participation of social organizations,and further foster the public spirit of residents,so as to improve the basic path of social re-organization.However,as China is still in the stage of social transformation,the logic of social re-organization,which focuses on the party-government integration,community service and public spirit,will affect the urban community governance for a long time.
