Research On Policy Choice And Governance Effect Of Corruption Governance In New China

Since the founding of the People’s Republic of China,different historical periods have chosen different corruption governance policies and achieved different governance effects.This paper focuses on the aspects concerning generation logic of corrupt behavior,the policy choice of corruption governance and the policy effect of corruption governance.Firstly,through the "cost-benefit" analysis and the "principal-agent-customer" model,the generative logic of corrupting behavior and the policy choice of corruption governance is discussed.Additionally,it examines the corruption governance policy environment and policy choice in three different historical periods since the founding of People’s Republic of China in the new era,and evaluates the policies in different periods.Thirdly,it analyzes the characteristics and changing trends of different types of corruption governance policies,measures and estimates the specific effects of corruption governance policies in different periods,and conducts a correlation analysis between the policy choices and governance effects of corruption governance during the reform and opening-up period and the new era.Finally,it proposes the path exploration and institution design of corruption governance policy selection.Using cost-benefit analysis and game analysis methods,this paper analyzes the cost-benefit status of corrupting behavior by agents and corrupt governance by principals,as well as different corrupting governance policies,and examines the game process of corrupting behavior and the choice of corrupting governance behavior,optimal scale and optimal policy options for corruption governance.With the help of content analysis method,the frequency of keywords related to corruption governance policies in different historical periods since the founding of People’s Republic of China in the new era was calculated,and the overall orientation analysis and regression analysis methods,using Spearman analysis and OLS regression model to investigate the relationship between the types of corruption governance policies and governance effects in the reform and opening up period and the new era,and calculates the correlation coefficients between related variables,and describes the correlation characteristics between them to provide reference and basis for the selection of corruption governance policy.Based on the research above-mentioned,this paper draws the following conclusions: Firstly,the two factors of corruption and corruption governance are both variables and dependent variables,and there exists an obvious interaction between them.This interaction depends on the behavior choice of both sides,but also restricts the choice of both sides.If factors such as political needs are not taken into account,while purely from the cost-benefit analysis,when the marginal cost of corruption governance is equal to the marginal revenue,it is the equilibrium point and the optimal scale of corruption governance.Secondly,social movement policies can create external pressure on the corrupting elements by mobilizing the public to participate in corruption governance,which can play a vital role in preventing corruption.Ideological education policies can prevent corruption by reforming the subjective world of public officials.Institutional constraint policies can reduce the chances of corruption by establishing and improving the operation system of public power,and thus can play a role in preventing corruption.Institutional constraint policy is the most feasible policy choice in reality.Thirdly,in the early stage of the founding of the People’s Republic of China,governance policies related to social movements were mainly adopted.In the period of reform and opening up,governance policies based on institutional constrains were mainly adopted.In the new era,comprehensive governance strategies were mainly adopted.There is a major positive correlation between ideological education policies and institutional restraint policies and the effect of corruption control,while there is a negative correlation between social movement policies and the effect of corruption control.The correlation between institutional restraint policies and the effect of corruption governance is the highest.Ideological and educational policies have a medium correlation,and social movement policies has a low correlation.Among the institutional restraint policies,the correlation between in-process supervision policies and the actual effect of corruption governance is the strongest,the correlation coefficient of ex-post punishment policies is at a medium level,and the correlation coefficient of ex-ante prevention policies is low.Fourthly,the path choice of corruption governance policy optimization is to increase the cost of corruption,that is,to increase the exposure probability and consequences of corruption,and on this basis,to carry out systematic and comprehensive governance system design,and build an integrated corruption governance policy system that does not want to be corrupt,cannot be corrupt and dare not to be corrupt.
