| With the advent of the post-industrial era,highly complex social development factors enlarge the inherent drawbacks of traditional administrative means and traditional governance system.The complex and uncertain social governance environment makes it impossible for any action subject to carry out comprehensive governance action with their own strength.As an important action subject of social governance and public service supply,social organizations have become an important part of modern democratic system.This paper chooses the governance model of public service purchase as the research platform of the interaction mechanism between government and social organization.In the process of public service purchase,the government,as the buyer,transfers the supply of services to social organizations,and social organizations,as the producers and providers of services,play an increasingly important role in the field of public services.In the current innovation of social management system,the government leads the process of purchasing public services.In this process,governments and social organizations adopt different action strategies and behavior choices in accordance with different institutional logic and value orientation.We can observe the phenomenon of alienation and deviation between the institutional basis and action results of political social interaction.How does this deviation happen,how does the structural contradiction of the interaction between the government and the society appear,how does the state and social forces interact,what interaction mechanism and form have been adopted,how the interaction mechanism affects the government purchase,and what is the future direction of interaction? These problems constitute an interactive sequence,which can form an interpretable causal analysis model.In the process of public service purchase,the government and social organizations have formed their own value orientation and system orientation based on the system foundation in their environment and relationship network.The practice of the government and social organizations is restricted and balanced by the environment,and the system orientation is constantly modified and adjusted,so as to form the balance between the organizational structure elements and the environment in the two-way interaction between the organization and the environment.The inherent paradoxes of state governance,such as centralization and decentralization,authority maintenance and grass-roots governance capacity improvement,show specific structural contradictions in the field of public service purchase,which is embodied in the "close coupling" between the government and social organizations.In the practice of public service purchase,this kind of structural contradiction between government and social organization is prominently reflected in the opposition between rules and performance,which implies many contradictory states,such as rule compliance and result effectiveness,institutional environment and technological environment,certainty and uncertainty.This study attempts to describe the form of the relationship between government and society,carefully examine the impact of different interaction mechanism of government and society on the effectiveness of public service purchase,and explore the role of the interaction mechanism of government and society on the effectiveness of public service purchase from the qualitative comparative analysis of multiple cases.The results of qualitative comparative analysis show us the complex mixed picture between the government and social organizations in the field of public service purchase.The autonomy of social organizations,the support of government departments and the cooperation between the government and social organizations are the key factors to achieve the effectiveness of public service purchase.The government and social organizations are in the form of "cooperation" rather than control,restriction and control.At the same time,one-sided pursuit of "pure market" and "pure competition" does not necessarily play a positive role in promoting the effectiveness of public service purchase.Therefore,the government entrusts the production and provision of services to professional social organizations,which is a necessary way to improve the overall governance ability and administrative system reform and innovation.This decoupling approach transfers part of the government’s governance resources to professional social organizations.While maintaining the legitimacy and standardization of institutional arrangements,it adopts a flexible attitude towards technical activities.The specific forms and processes of public service supply can be adjusted and adjusted according to the local reality.This kind of decentralization of power is accompanied by the construction of confidence logic,which is a real sense of power release.In the process of downward empowerment,the higher-level government gives autonomy support to the grass-roots government and social organizations,and social organizations realize their own interests and public interests in their professional fields,so as to eliminate the structural contradiction between rule compliance and effective results.This study starts from the deviation of the institutional orientation and action results of the interaction between government and social organization in the purchase of public services,explores the mechanism of the interaction between government and social organization from the theoretical and practical levels,analyzes the institutional orientation,constraint resistance and action results of the interaction in the framework of "institutional orientation-environmental constraints-action results",and analyzes the structural contradictions of the interaction in the purchase of public services.This paper analyzes and puts forward the realization path of "loose coupling" and symbiotic political and social interaction,and forms a benign interaction mechanism from the interaction subject,interaction rules and interaction situation.The main conclusions are as follows:(1)It is necessary to analyze the deviation of the institutional orientation and action results of the interaction between government and social organization in the specific environment.In the process of government purchasing public services,the formal political social relationship is formed by the formal contract stipulated by the law.However,in the face of external high degree of uncertainty,the government and social organizations introduce various incompatible structural elements into the relationship between the government and social organizations,resulting in the non-coordinated constraint of the institutional environment on the organization,and this kind of uncoordinated constraint is the source of the separation.(2)The interaction mechanism between government and social organizations in the purchase of public services should move from "close coupling" to "loose coupling"."Loose coupling" is in the middle state of "close coupling" and mutual independence.Each subject shows the coexistence of cooperation and independence in the state of "loose coupling".We should transfer part of the government’s governance resources to professional social organizations.While maintaining the legitimacy and standardization of institutional arrangements,we should adopt a flexible attitude towards technical activities.The specific forms and processes of public service supply can be adjusted and adjusted according to local conditions.(3)The achievement of benign interaction between government and social organizations needs to move from static institutional governance and competition logic to dynamic action governance and cooperation logic.Social organizations are neither competitors or substitutes of government governance,nor buffer zones between the government and the public,but governance subjects acting together with the government to achieve common public interest goals based on the positive interaction of equality,trust and tolerance.Under the impact of the complexity of the post-industrial era,social governance is no longer a problem oriented governance.When there is a conflict or deviation between action and system,we should not mechanically follow the existing institutional framework to imprison the development of action,but examine the contradiction of system and action in practice. |
