Research On Urban Smart Governance From The Perspective Of Space

With the coordinated promotion of technological and institutional innovation forces such as global governance digital transformation and big data strategy implementation,smart city construction has become the main development,governance and transformation paradigm of cities around the world.However,despite the growing concern of the practical and academic circles for smart governance,the existing research is generally fragmented,ambiguous and divergent,and the practical evidence also shows that the effect of urban smart city construction in China is not ideal.How to deeply grasp the wisdom of urban space,make the city truly “smart”,and make the effectiveness of smart governance manifest,still needs the joint efforts of the academic and practical circles.In short,the key question to be answered in this study is: why is the effectiveness of urban smart governance insufficient and how to eliminate it? Therefore,this study reveals the reasons for the insufficient effectiveness of smart governance in China from the perspective of the co evolution of three space(information space,social space,and physical space).Space is not only the basic carrier of human activities,but also the product created by human activities.From this perspective,urban governance activities are essentially spatial governance behaviors.In the digital era,emerging technologies such as big data and artificial intelligence make “wisdom of all things” possible.At the same time,the construction of “smart city” is in the ascendant.The demand for“smart governance” centered on the realization of urban intelligence is growing,and shows great potential in promoting urban economic development,alleviating “big city disease”,and improving urban system resilience.As a form of urban governance innovation and a metaphor for urban modernization,smart governance is shaping a new spatial pattern-“smart space”.However,in 2022,Shanghai’s epidemic situation and serious waterlogging in southern cities made people realize that although we are in a smart city,we have not really experienced the imagined “smart effect”,and urban smart governance has a long way to go.Therefore,this study follows the basic idea of“theoretical interpretation-empirical analysis-path design”,combines spatial deconstruction with spatial reconstruction,theoretical construction with empirical analysis,uses research methods such as fuzzy comprehensive evaluation analysis,hierarchical analysis,and grounded theoretical analysis,takes holistic governance,digital governance,and collaborative evolution as the basic theories,and dynamic collaborative evolution of urban ternary space as the basic framework,That is,by building a theoretical framework of urban smart governance oriented to spatial integration based on scenario analysis,humanistic value orientation,digital life cycle as the main line,and urban infrastructure planning as the characteristics.Specifically follow the urban spatial logic of “spatial deconstruction-spatial production-spatial evaluation-spatial diagnosis-spatial reconstruction”,and try to reveal the causes of insufficient urban intelligent governance efficiency from a new perspective.From the perspective of the core chapters,this study has answered four basic questions in turn:how to understand intelligent governance(concept connotation),how to evaluate intelligent governance(effectiveness evaluation),why the effectiveness of intelligent governance is insufficient(cause analysis),and how to improve the effectiveness of intelligent governance(realistic path).Specifically,the main research conclusions are as follows:Chapter Ⅲ From the perspective of urban space,urban smart space is a coupling of physical space,social space and information space.Smart city construction is the reproduction of urban smart space.Smart governance is a series of governance activities aimed at urban space intelligence.Its essence is to integrate humanism and technological rationality to reshape the interaction between people and space.Urban smart governance refers to adhering to humanism and technological rationality,promoting the coordinated development and balanced evolution of urban ternary space through urban smart planning,technological governance and collaborative cooperation,and then realizing the process of urban space intelligence.In short,smart governance is the process of production and reconstruction of urban smart space.The fourth chapter constructs a theoretical model of urban smart governance oriented to “spatial integration” based on the perspective of urban spatial co evolution.This thesis systematically explains the co evolution logic of urban intelligent governance,which hides the co evolution process of information space,physical space and social space,that is,information space supported by technical elements promotes informatization,physical space supported by resource elements promotes urbanization,and social space supported by institutional system construction promotes governance modernization.The fifth chapter,based on the summary and reference of the evaluation index system of urban smart governance at home and abroad,constructs an index system suitable for China’s smart governance level from the perspective of urban spatial evolution,and takes Z City in H Province as an example to conduct an overall evaluation of China’s urban smart governance effectiveness using fuzzy comprehensive evaluation and analytic hierarchy process.The study found that the current construction of urban smart governance soft environment in China lags behind the progress of intelligent information technology,and there are still problems such as the imbalance of governance structure,the coexistence of governance system deficiency and redundancy,and the coexistence of governance technology and risk.The sixth chapter uses the grounded theoretical analysis method to construct the influencing factor model of urban intelligent governance effectiveness from the perspective of urban space “people,things and information” synergy,and further constructs the ternary attribution model of urban intelligent governance based on the perspective of spatial collaborative evolution.It is believed that the effectiveness of urban smart governance is affected by the synergy and evolution of spatial structure and its elements.Among them,the imbalance of the internal elements of space is reflected in the differences in the participation capacity of governance subjects,the lack of relativity in the construction of institutional standards,the imbalance in planning and construction,and other issues.The imbalance between the space systems is reflected in the space falling distance caused by the difference of space evolution and the space de embedding caused by the lack of space coordination.At present,the humanistic value and technological concept contained in “wisdom”are reshaping the discourse system and theoretical system of urban governance.To sum up,the main value of this study lies in: First,it redefines the concept of intelligent governance from the perspective of spatial dynamics.Smart city is the product of spatial co evolution,and its essence is “smart urban space”.Therefore,smart governance aims to promote the orderly and coordinated development of all kinds of spaces,and achieve the remodeling of the relationship between people and space,which is a metaphor for the coordination and allocation of “information resources rights and responsibilities” among administrative hierarchy systems and social governance systems.Second,a theoretical model of urban smart governance oriented to “spatial integration” has been constructed.By shaping the mutual connection between “people,things and information”,the spatial synergy integration is realized,which provides a theoretical basis for the insufficient effectiveness of current urban smart governance.The third is to evaluate the effectiveness of China’s urban smart governance through empirical analysis,provide a systematic ternary attribution model of smart governance,construct two key concepts,namely “spatial de embedding” and “spatial distance”,to explain its formation mechanism,and draw a basic conclusion that China’s smart governance level is still in the “digital transformation” stage.In a word,this study does not stick to and emphasize the traditional path of technical analysis,but focuses on the integrity,value,development and synergy of “smart governance”,exploring the integration path of “human wisdom”and “material intelligence” in urban smart governance,implying the internal logical direction of “people centered” and “data driven”,and promoting information space,physical space The coordinated governance of social space and elements will further promote the transition of governance efficiency and development level of “People’s City”.
