Individual,social,or national security has always been a heated topic of discussion.The majority of existing security studies concentrate on the(macro)national(political,military)and(micro)community(security,crime)levels,without giving sufficient attention to the(meso)social(development,stability,coordination,identity,inclusion)levels,and without exploring social security concerns in the context of sustainable regional development.The fundamental objective of the holistic approach to national security is to make the people’s sense of security more satisfying,secure,and long-lasting.Today’s world is in the midst of great changes,the perilous international political environment,the rapid transformation of the domestic society,and the repeated impact of COVID-19 put the modernisation of social security governance in China into unprecedented challenges and pressures.As a border ethnic region with a unique strategic position,Qinghai Province is affected by various factors such as nature,politics,economy,ethnicity,religion,and culture,and has regional geographical characteristics such as a very fragile ecological environment,relatively slow economic development,relatively late social transformation,and a diverse ethnic and cultural composition,and the triggering factors and spatial governance of social security are far more coordinated than in other regions.The social security situation in the province of Qinghai is of critical strategic significance to the holistic national security and the region’s sustainable development.Using a geographic paradigm,this paper conducts social security research around the scientific issue of the propelling mechanism of sustainable social security and follows the logic of security risk analysis-security state evaluation-security mechanism disclosure-security governance action to conduct a cross-sectoral,multi-scale,and long-term comprehensive study of social security in Qinghai Province’s process of sustainable development.On the basis of a systematic analysis and comprehensive review of concepts related to social security and recent domestic and international research progress,a theoretical discussion of sustainable social security is conducted,including the localisation of social security theory-the proposal of sustainable social security,the concept and connotation of sustainable social security,the theoretical foundation of sustainable social security research,and the research framework.Second,by combining the spatial location of Qinghai Province,the exposed and fragile natural ecology,the lagging and dependent economy and society,and the diverse and integrated ethnic culture,a comprehensive analysis of the social security risks Qinghai Province faces in terms of sustainable development is conducted using a combination of network collection,fieldwork,and questionnaire survey.Thirdly,by constructing a system of indicators for evaluating economic development,social stability,and ecological sustainability and employing a systemic coupled coordination model,a quantitative assessment of the state of sustainable social security in Qinghai Province from 2000 to 2019 and the spatio-temporal evolution are conducted.Using structural equation modelling and multiple regression analysis with mathematical statistics,the influencing factors and driving mechanisms of sustainable social security in Qinghai Province were identified;after completing the risk identification,state assessment,and comprehensive analysis of the driving mechanisms,the prevention and control strategies and governance recommendations were formulated.The key findings are as follows: There are potential sustainable social security risks in Qinghai Province,such as security fears resulting from natural disasters,security threats caused by ecological destruction,security disorder due to social transformation,security anxiety arisen from economic lag,and security conflicts resulting from cultural identity.Together,these natural and social security threats impede the sustainable development process in Qinghai Province.The core of sustainable social security in Qinghai Province is the coordinated evolution of economic development,social stability,and ecological sustainability;(2)the evolution of sustainable social security in Qinghai Province is positive,but spatial differences between regions are more significant.The regions along the Qinghai-Tibet Railway are more developed and advancing at a faster rate.The regions of Huangnan,Guoluo,and Yushu are at a lower level and are improving more slowly.(3)for sustainable social security in Qinghai Province,social development(residents’ income,employment opportunities,transportation,education level,health care,cultural life),social stability(political justice,community management,social insurance),and social security(residents’ income,employment opportunities,transportation,education level,health care,and cultural life)are fundamental factors;social identity(legal trust,sense of identity,local sentiment,cultural identity,policy support,and model approval)has a mediating effect on the sustainability of social security;social inclusion(economic extroversion,social inclusion,cultural eclecticism,and policy comprehension)has a moderating effect on sustainable social security;(4)Social development,social stability,social coordination,social identity and social inclusion are respectively direct driver,orderly guarantee,sustainable basis,moderating factor,and mediating factor for sustainable social security in Qinghai Province.This paper proposes that the prevention and control strategies for social security risks in the process of sustainable development in Qinghai Province are as follows:(1)defence against secondary hazards of social security events;(2)prevention and control of spatial differentiation of social security states;(3)guarding the values of social security awareness communities;and(4)policy recommendations for social security.The systematic study of sustainable social security in Qinghai Province can provide a scientific foundation for the formulation of regional economic and social development strategies,and has practical significance for promoting the construction of a regional harmonious society and maintaining the country’s holistic security situation.The thesis is innovative primarily in two ways: first,it examines the paradigm of "risk identification-state assessment-driving mechanism-action strategy" in the conceptual direction of security-sense of security-securitization.By deducing security from risk,we no longer separate natural and social security issues,but instead unify the logic of threat management of the former and the logic of crisis response of the latter within the logic of spatial governance of integrated risk.Second,in order to reveal security driving mechanism,a security mediation/regulation model of "development state-value attitude-security perception" is proposed and validated for sustainable societies.This bridges the gap between objective states and subjective perceptions and also enlarges the scope of security governance.
