| Opening to the outside world is China’s most distinctive feature and an important symbol of the socialist system with Chinese characteristics.For more than 40 years,China has implemented an active policy of opening-up to the outside world,which has written a prosperous chapter of China’s rapid development.Socialism with Chinese characteristics has entered a new era.The complex situation of the foreign environment and the profound changes in the domestic environment constitute a brand new background for the theory of "two overall situations".Since 2020,the COVID-19 pandemic has further accelerated world changes,posing huge challenges to my country’s opening-up.In the face of complex changes in domestic and foreign situations,The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China made a major strategic plan to implement a high-level opening-up,develop a new situation of win-win cooperation,establish a new system for an open economy,and promote the construction of an open world economy.A high level of opening-up contains deep theoretical connotations and operating mechanisms,and is a unified whole of theoretical logic,historical logic,and practical logic.From a theoretical point of view,opening-up is the application and development of Marx’s theory of commodity economy,the theory of productivity relations of production,world market theory and world history theory,and international division of labor and international trade theory.Lenin’s theory of foreign trade of socialist countries and Stalin’s theory of state cooperation in different social systems also play an important role in guiding China’s opening to the outside world.The Chinese Communists have further developed the Marxist theory of opening to the outside world in combination with the characteristics of different times,established a theoretical system of opening-up with Chinese characteristics in line with China’s national conditions,and successfully guided the practice of China’s opening in different historical periods.From a historical logic point of view,my country follows the law of gradual and gradient opening,and promotes the opening-up of coastal areas,regional opening,and the formation of a new pattern of comprehensive opening,from initial integration and compliance with world trade rules to full integration with high-level international economic and trade rules.From a practical logic point of view,opening-up for more than 40 years has promoted my country’s economic development significantly.Since the 18 th National Congress of the Communist Party of China,the party and the country have carried out many practical explorations to promote high-level opening to the outside world,built many important international development platforms and contributed to world-wide public goods,such as the pilot free trade zone,the construction of "One Belt One Road" and the China International Import Expo,which are the successful practice and vivid interpretation of high-level opening-up.A higher level of opening-up is a deeper,higher-quality,more inclusive,more coordinated,safer,and more independent opening.It has shown the characteristics of changing from integrating into economic globalization to leading globalization,from factor flow-based opening to institutional-based opening,and from quantity-driven opening to innovation-driven opening.Under the background of the theory of "two overall situations",the promotion of high-level opening to the outside world is faced with the reality that opportunities and challenges are intertwined.From the perspective of the international environment,"deglobalization" and trade protectionism are rampant,the intensive reconstruction of the global industrial chain and supply chain highlights the risk of "de-Sinoification",and a series of problems such as the long-term and complex Sino-US trade frictions pose a serious threat to China.Opening-up has brought major challenges.However,it is undeniable that the reconstruction of international trade rules,the rise and fall of the international situation,the new round of scientific and technological revolution and industrial transformation have also brought favorable opportunities for China to expand its opening-up.From the perspective of the domestic environment,the problem of unbalanced and insufficient development is still prominent,the pressure on the transformation and upgrading of the domestic economic structure is increasing,and the open economy is faced with obstacles of institutional mechanism,which have brought resistance to opening-up.But at the same time,with the continuous enhancement of the country’s economic strength and international voice,the successful response to the COVID-19 outbreak,and the global leadership of the digital economy have also brought favorable opportunities for opening-up.To promote high-level opening to the outside world,it is necessary to fully grasp the complex domestic and international situation,grasp the dialectical unity of the "crisis",cultivate opportunities in the crisis,and open a new situation in the changing situation.How to promote a higher level of opening-up? This is a major issue of the times that needs to be solved,and a correct strategic choice must be made.First of all,it is necessary to make a more comprehensive strategic plan for the new round of opening-up,and promote the formation of a comprehensive,three-dimensional,high-level new pattern of opening-up through new highlands,new platforms,new fields,and new layouts.Secondly,build a new system of high-level open economy,promote institutional opening,build international high-standard economic and trade rules and institutional systems,adhere to high-level "bringing in" and "going out",and promote trade and investment liberalization and facilitation.Thirdly,it is necessary to promote the construction of a new development pattern of "dual circulation" and the integrated development of high-level openness.Fourthly,implement a high-quality development strategy to cultivate new advantages in international cooperation and competition,which means enhancing my country’s global value chain position through innovation driven development and the optimization and upgrading of the industrial structure.In addition,it is necessary to promote the reform of the global economic governance system,maintain the WTO-centered multilateral trading system,enhance my country’s ability to participate in global economic governance and set issues,accelerate the reshaping of the international economic order,and promote the establishment of an open world economy.Finally,to promote high-level opening-up,it is an important foothold to properly handle the relationship between development and security.Only by always insisting on preventing and resolving the risks of opening-up in major fields,sticking to bottom line thinking and enhancing the security guarantee capability,can a ship with a high level of opening-up be able to travel steadily and far. |
