Cadre motivation is both an old issue and a new one.Since the birth of the CPC,there has objectively been a problem of the Party’s incentive to cadres.After the reform and opening up,the academic community has continued to study the issue of cadre incentive;Since entering the new era and new stage,new changes and new problems have emerged in the cadre team.The Party and the country have timely proposed new requirements to closely adhere to the incentive goal of "taking responsibility as".Therefore,based on the perspective of party building and system theory,reexamining the issue of cadre motivation in China,and improving the incentive mechanism for cadres to adapt to the new situation,meet new requirements,and reflect Chinese characteristics has become a major issue that the Party urgently needs to address.There are many types of cadres and incentive mechanisms,and this study mainly focuses on the role of grassroots cadres as incentive mechanisms in China.From the perspective of Party management of cadres,the principle,process,method,and method by which Party organizations mobilize the enthusiasm,initiative,and creativity of grassroots cadres to take on their responsibilities through a series of internal and external incentives,positive and negative.As an incentive mechanism,grassroots cadre responsibility is a whole composed of multiple levels of sub incentive mechanisms,reflecting the various elements of the incentive system and its internal structural characteristics,relationship principles,operational logic,and operational methods.The specific operating mechanism is that the organization applies spiritual,political,material,and emotional incentives to grassroots cadres,which can generate a certain "need to take responsibility" for grassroots cadres,thereby triggering grassroots cadres to "think,dare,and be able to take responsibility as a motivation",further generating a certain "act of taking responsibility as a behavior.".Organizing and motivating grassroots cadres is to enable grassroots cadres to generate a certain "need to take responsibility as a need",while promoting the formation of grassroots cadres’ "motivation to take responsibility as a motivation" and "behavior to take responsibility as a behavior.".The ideas of Marxist classical writers about cadre incentive,the incentive ideas in Chinese excellent traditional culture,and the cadre incentive ideas of CPC are the ideological basis for studying the role of Chinese grassroots cadres as an incentive mechanism.The construction and operation of the cadre incentive mechanism in the New Democracy revolution period,the socialist revolution and construction period,the reform and opening up and the new period of socialist modernization have achieved remarkable results.This has accumulated valuable experience for the continuous improvement of China’s grassroots cadre responsibility as an incentive mechanism in the new era,which includes adhering to the comprehensive leadership of the Party over cadre incentive work,fully leveraging the incentive role of Marxism on party members and cadres,and scientifically using multiple methods to motivate cadres.In the new era,although grassroots cadres in China have achieved many results as incentive mechanisms,they still need to be improved and perfected.The main achievements are reflected in the formation of the power action of "not forgetting the original intention and keeping in mind the mission" to transform into cadres’ responsibility,the motivation of "continuously making new breakthroughs and new progress in development" to encourage cadres to continue to take responsibility and pay,and the basic content of guiding cadres to take responsibility through other methods such as comprehensive education activities.It needs to be improved in four aspects: first,the spiritual incentive effect of grassroots cadres to act as a role needs to be further strengthened,which is reflected in the effectiveness of grassroots cadres’ ideals and beliefs,responsibility and mission,moral integrity,and self-efficacy to motivate them to act as a role.Second,the political incentive channel for grassroots cadres to take on the role needs to be further unblocked,because in practice,the orientation of taking on the role of selecting and employing personnel has not been highlighted,and there is an unfair situation in the promotion of cadres’ posts and ranks,and the role of cadres as performance evaluation incentive is obviously poor,and the fault-tolerant and error-correcting incentive role is difficult to implement,and the withdrawal of cadres who do not take on the role of non-acting has encountered obstacles.Third,the material motivation of grassroots cadres to take on the role of cadres needs to be further improved,which is reflected in the need to improve the material treatment of young cadres in villages and towns,the need to overcome the "opportunity type" adjustment of cadres’ salaries,the need to distinguish the income of cadres who take on different roles,and the need to improve the phenomenon of "different pay for the same work" of cadres.Fourth,the emotional incentive function of grassroots cadres to act as needs to be further developed,manifested as the incentive function of the people’s feelings needs to be strengthened,the authorization and trust incentive for cadres needs to be strengthened,the heart-to-heart talk incentive system needs to be implemented,and the mental health problems of cadres need to be paid attention to.Using the system thinking method to improve the grass-roots cadres’ responsibility as an incentive mechanism to give full play to its overall effectiveness,we should focus on five aspects: first,enhance the effectiveness of spiritual motivation,and enable the grass-roots cadres to take on the role as a continuous casting soul.Specifically,we should build a long-term mechanism for the education of cadres’ ideals and beliefs,improve the mechanism for the cultivation of cadres’ responsibility,build a mechanism for resolving the dilemmas of cadres’ moral practice,and establish a precise enabling mechanism of "one person,one policy" for cadres.The second is to unblock the channels of political incentives,and truly form a situation of "the best can be rewarded while the worst can be eliminated".Specifically,efforts should be made to promote the emergence of persons-in-charge as cadres,constantly optimize the fair promotion path of cadres’ posts and ranks,build a centralized incentive model after task-based assessment,continue to improve the implementation of fault-tolerant and error-correcting incentive mechanism,and improve the withdrawal mechanism of non-persons-in-charge and non-acting cadres.The third is to improve the material incentives and strengthen the treatment guarantee of grass-roots cadres.Specifically,we should improve the material living standards of young cadres in towns and townships,improve the normal adjustment mechanism of cadres’ salary and welfare,and improve the mechanism of awarding cadres’ compensation,so as to realize the "equal pay" for different cadres.Fourth,give full play to the function of emotional motivation and increase the emotional support of grass-roots cadres.Specifically,we should improve the mechanism for cultivating the feelings of cadres and the masses,innovate the trust incentive model for grassroots cadres,improve the implementation of the cadre talk system,and establish a mechanism for ensuring the psychological health of cadres.Fifth,clarify the relationship between incentives and constraints,and realize the dynamic balance of incentives and constraints for grassroots cadres.Specifically,we need to understand the ideal state of the dynamic balance of cadres’ incentive and constraint,accurately grasp the imbalance of cadres’ incentive and constraint,establish an early warning mechanism for the imbalance of cadres’ incentive and constraint,and do a good job in the repair of the dynamic balance of cadres’ incentive and constraint.
