University governance is a complex and systematic project.Examining university governance from different perspectives,different governance assumptions,footholds and tendencies will be formed,which will affect the behavior selection and governance performance of university governance.At present,scholars’ research on university governance pays more attention to the experience reference,system design and technology application,but lacks attention to university culture.This affects the improvement of university governance structure and the further improvement of university governance capabilities.We believe that universities are modern organizations that particularly need cultural governance.This is not only due to the existence of a special kind of culture in the university itself,but also due to the natural embedded relationship between university governance and university culture.The essence of university cultural governance is to reveal the meaning of governance through cultural embedding,to promote individuals to form a common role cognition and governance expectations,and then to form the collective action of university governance.The key problem to be solved by university cultural governance is how to effectively embed university culture in the process of university governance,form a shared concept and collective consciousness of governance,and then optimize the efficiency of university governance.From the perspective of cultural embedding,this research uses a variety of research methods to reveal the law of thinking and practical strategies(ie,the logic of action)of university cultural governance.First of all,this research analyzes the essence,mechanism,carrier and function of university cultural governance from the perspective of "cultural embedding",and reveals the connotation and action mechanism of university cultural governance.Culture itself has governance attributes,which is the logical prerequisite for the role of culture in governance.University culture also has governance attributes.The governance attributes of university culture is a special governance function displayed and released by university culture in the process of embedding in university governance.In the process of university culture embedding,through the cultural embedding mechanism of "identification-internalization"and "conflict-adjustment",with the help of the complex cultural transformation platform composed of "organization-system-people",Which forms the restriction or promotion function of university culture on university governance.Secondly,This research uses a combination of historical analysis and case studies to explain and demonstrate the Chinese university cultural embedding experience and typical cultural embedding cases of university cultural governance from different perspectives.Based on the governance process of Chinese universities for more than one hundred years,it analyzes the basic experience of Chinese universities for more than one hundred years,focusing on the three issues of "cultural embedding factors","Cultural embedding method"and "cultural embedding utility" of Chinese university governance.Furthermore,the study adopts the method of case study,refers to the action analysis framework of university cultural governance,and analyzes the experience and lessons of cultural governance of Peking University and Harvard University through three basic research steps of "design case-analyze case-form conclusion".Finally,this research uses text analysis methods to clarify the cultural embedded elements of Chinese university governance,and on this basis,it examines several issues of Chinese university governance,and reveals the cultural embedded logic and action strategies of university cultural governance.With the help of NVivo qualitative analysis software,this research conducted a textual analysis of the regulations of 41 top universities in China.And then,this research clarifies the cultural embedded elements of the core characteristics of the cultural embedded elements of Chinese universities are "education-oriented,academic freedom,self-sponsored education according to law,and social responsibility",and analyzes the main problems of Chinese university cultural governance.Furthermore,the cultural embedding logic and action strategy of university cultural governance are constructed from four levels:strengthening cultural consciousness,strengthening cultural choice,cultivating soft governance culture and promoting cultural multi-dimensional transformation.
