| In January 2019,the State Council issued the "Implementation Plan for National Vocational Education Reform",and in August of the same year,the Ministry of Education and other four departments issued the "Implementation Plan on Deepening ‘Double Qualified’ Teacher Team Construction Reform in Vocational Education of the New Era".Both clarify the importance of "entrance pass" for teachers,propose vigorous promotion of teacher access system and standardization construction under the guidance of “double qualification”.However,selection and employment of teachers in higher vocational colleges still blindly pursue“high” and ignore “vocational education”.Therefore,it is urgent to promote the reform and improvement of the system and prevent "half-fall" of the entrance for higher vocational teachers.Driven by policy and based on personal work experience and practical needs,this paper focuses on the main content,implementation status,existing problems and reasons of access system for higher vocational teachers,investigates how to construct and improve strategies.Based on research context of “ problem discovery – investigationpractical analysis-comparative reference-construction strategy",the paper selects some domestic tourism higher vocational colleges as the research objects,comprehensively employs text analysis,case study,interview survey,comparative research etc.to carry out in-depth research and analysis.Countermeasures and suggestions are then put forward.The main content and research conclusions of this paper include the following aspects:First,with the historical process and policy evolution of the development of higher vocational education as the basis,the relevant supporting materials are sorted out,and the analysis framework is constructed,namely,"higher vocational teacher is a professional occupation" and "higher vocational teachers’ access system should be an effective system".The main content of the access system for higher vocational teachers is clearly defined,which should include unified and complete professional standards for higher vocational teachers,an independent and complete qualification system for higher vocational teacher,and an appropriate selection system for higher vocational teachers.Second,at the practical level,based on the above two analysis perspectives,the relevant content and implementation status of the vocational access system for higher vocational teachers are expounded and analyzed from three aspects.It is found that the access system for higher vocational teachers has weak effectiveness and can’t truly guarantee the professionalism of higher vocational teachers.First,it is analyzed that the lack of professional standards for higher vocational teachers has caused the slow progress in standardization construction of higher vocational education,the lack of teacher access standards,the lack of basis for teacher qualification certification,induction training and the construction of "double-qualified" teachers.Second,the current higher vocational teacher qualification system,as a "threshold" system,fails to play a "screening" role,and its core content does not meet the development requirements of higher vocational education and the realistic needs of talent training.Long-term reference to general higher education teacher qualifications results in poor effect in value demonstration and functional display.Third,some representative tourism vocational colleges in China are selected as sample cases for scanning and analysis.It is found that each college is not strict and perfect enough in grasp of the "entrance gate",the national policy on the qualification requirements of newly recruited teachers in higher vocational colleges is not implemented,and the reform of education evaluation that "breaks the five uniqueness" is not thorough enough,etc.These directly reflect that the current selection system cannot play an effective role.In attribution analysis,the above problems derive from the lack of legislative guarantee,local government support and extensive social participation for the development of higher vocational education.Third,the research advocates seeking general educational laws from reference,selects Australia and the United Kingdom as the reference for analysis,and summarizes their practices in establishing a national vocational qualification framework,professional standards for higher vocational teachers,and strict teacher selection code,so that practical exploration of localization is possible in the process of learning the advanced experience of other countries.Finally,the research suggests that we should strengthen and improve the access system for higher vocational teachers,combine "problem-oriented" and "goal-oriented" to comprehensively implement policies.The first is to establish a formal system to ensure that the policy of governing education according to law is implemented in the development of higher vocational education.After further clarifying the development policy of higher vocational education,we should scientifically construct the access system for higher vocational teachers with the concept of "dual teacher orientation",including efforts to establish unified professional standards for higher vocational teachers at the national level,improve the “double-qualified” teacher qualification certification system in higher vocational colleges,and perfect the selection system in higher vocational colleges.The second is to use safeguard measures to improve the quality and effect in employing higher vocational teachers.It is recommended to introduce a higher vocational education law,establish a working mechanism for the full participation of stakeholders,build the vocational education mode for higher vocational teachers in which the four parties of government,vocational and technical normal colleges,higher vocational colleges and enterprises joint participate and fulfill respective responsibilities.To conclude,this paper breaks through the singularity problem in the selection of research topics in previous research,and penetrates into the essence through the surface.The research perspective is clearer,and the research methods and content are more comprehensive than before.Through "group study" and "case study",as well as status quo analysis in different practical fields such as“macro”and“micro”fields,relevant,operable,innovative and effective countermeasures are finally proposed around the core issues.At the same time,the author also has in-depth cognition and awareness of the deficiencies in the research.In the future,the author will further enhance the data collection and analysis capability,broaden the research horizon,enrich the research methods,and put them into practice through continuous explorations. |
