| In the tide of international educational innovation,key competencies have played the main theme in the school curriculum and teaching reform,and an international consensus has been reached on cultivating future talents with key competencies.At the same time,the reform of education evaluation in the new era has deepened and developed under the guidance of the domestic education evaluation baton.It provides a policy guarantee and evaluation scheme for key competencies.Especially,the new curriculum standard of Physical Education and Health in 2022 has further stimulated the realistic demand of society for the cultivation of physical education teachers.In addition,school physical education in the new era has also put forward new standards for the quality of physical education teachers.Physical education teachers should change from the "teacher" who simply imparts sports knowledge and skills to the "educator" who promotes students to form key competencies and all-around development through physical education.As a result,the evaluation problem of the key competencies of college students majoring in physical education has surfaced.The performance standards are the concentrated expression of the requirements of education quality as normative learning outcomes.It has been absent in the field of educational evaluation in China for a long time,which leads to the failure to form a closed loop under the same standard for the recognition and analysis,monitoring and evaluation,motivation,and accountability of learning outcomes in the school curriculum.Therefore,it has great theoretical value and practical significance to study performance standards as an unavoidable and urgent practical problem in the field of educational evaluation.Taking "How to effectively evaluate key competencies" as the problem-oriented and evidence-based logical framework,through literature study,questionnaire survey,expert interview,and case study,this paper studies the performance standards for the key competencies of college students majoring in physical education.Based on the evidence-based practice theory and the fourth-generation evaluation theory,and based on national policies and curriculum objectives related to performance standards in the field of physical education,this paper analyzes the development of performance standards in the field of physical education in China and the United States and summarizes the trend of performance standards in the field of physical education in China and the inspiration for the development of performance standards in the United States.Furthermore,the key competencies system students majoring in physical education are constructed,and the presentation framework,evidence-based procedures,and evidence support of its performance standards system were analyzed in detail.Finally,the development of anchor performance standards and unit performance standards for key competencies of college students majoring in physical education is used as a case study for practical demonstration.This study provides a new evidence-based perspective for enriching the ontology of performance standards,as well as providing a typical case for the localization of performance standards for key competencies of college students majoring in physical education.It also provides a reference for the evaluation of key competencies.The conclusions are as follows:1.The performance standards of key competencies for college students majoring in physical education are oriented towards curriculum and teaching,describing the standardized learning outcomes of the development level and evidence of key competencies for college students majoring in physical education.2.The key competencies system of college students majoring in physical education is composed of 4 first-level indicators,13 second-level indicators,and 45 third-level indicators,including ideological quality field,professional ability field,basic learning field,and self-development field.It is an important pivot connecting educational objectives and curriculum standards,and its construction becomes the most important pilot-link in the development of performance standards,providing an analytical framework for the development of performance standards.At the same time,the performance standards highlight the serialized learning track of the development level of college students’ key competencies from low to high.3.The performance standards system for key competencies of college students majoring in physical education includes:(1)The presentation framework adopts anchored performance standards,grade level performance standards,and teaching unit performance standards,whose elements mainly include college students’ key competencies indicators,performance levels,performance descriptors,and performance examples.(2)Evidence-based procedures include problem construction,evidence creation,evidence synthesis,evidence analysis,decision-making,and practice verification.(3)Evidence support system includes the principles of evidence support,information source,collection method,synthesis method,classification and classification,and sample structure.4.The development of anchor performance standards for key competencies of college students majoring in physical education is mainly divided into three stages:(1)Clarify the positioning,purpose,organization,and object of anchor performance standards development through preliminary design.(2)Develop anchor performance standards using evidence-based procedures in six steps,which include key competencies of college students indicators(4first-level indicators and 13 second-level indicators),performance descriptions(learning objectives and outcomes),and performance levels(qualified).(3)Evaluation and reflection suggest that the anchor performance standard pays more attention to practicality,but lacks a more rigorous demonstration of the classification system of learning outcomes in the sports field,the hierarchical system of performance levels,and the mapping relationship between learning outcomes and performance levels.5.Action research was used to develop the unit performance standards of teaching ability of aerobics course,which include physical education teaching ability indicators(teaching design ability,teaching implementation ability,and teaching evaluation ability),performance level(excellent students and students with learning difficulties),presentation description and performance examples(examples,evidence and four levels of evaluation).The development of performance standards for this unit is rooted in the complex situation created during the teaching process,and its validity is influenced by factors such as the conditional control of the complex situations,the design of expressive tasks,the effectiveness and diversity of student learning outcomes,and other factors.Moreover,performance standards play a composite function of diagnosis,feedback,improvement promotion,and decision-making in teaching,effectively forming a closed loop of teaching,evaluation,and feedback under the same standard. |
