| The country will thrive when the countryside thrives,the country will fall when the countryside fails.The implementation of the rural revitalization strategy is an important decision and deployment made at the 19 th CPC National Congress,Radically and firstly remove the institutional obstacles that affect the integrated development of urban and rural areas,and stick to the road of urban-rural integrated development if promoting the rural revitalization strategy.The countryside will rise when sports rises.As an important component of the rural revitalization strategy,sports should rely on the trend of rural revitalization and development,insisting on the integrated development of urban and rural sports,and build a high-level public service system for national fitness in rural areas,so as to help rural revitalization.Using literature,comparative analysis,logical analysis,questionnaire survey,in-depth interview,case analysis and other methods,with SPSS statistical analysis software,we investigated rural sports managers and rural residents from 10 different provinces(cities and districts),explored the followings: First,the theoretical basis of the integrated development of urban and rural sports,the development process of urban and rural sports after the founding of the People’s Republic of China,and the typical cases of the integrated development of urban and rural sports from home and abroad.Secondly,analyzed the present situation and existing problems of rational allocation of urban and rural sports elements.Thirdly,the inner mechanism of the integrated development,reasonable allocation of urban and rural sports elements,the realistic dilemma and safeguard mechanism of the integrated development,the basic path of integrated development of urban and rural sports.Based on this,the paper tries to provide new ideas for the rational allocation of urban and rural sports elements,outline a new picture of the integrated development of urban and rural sports,and help the construction of a livable,suitable and beautiful countryside.Through logical reasoning and empirical research,the main conclusions are as follows:(1)The internal mechanism of the integrated development of urban and rural sports includes prerequisite,development basis and development result.Sports talents,sports funds,sports technology and sports industry and other factors have basically realized the two-way interaction between urban and rural areas.They provide the necessary prerequisite for promoting the integrated development of urban and rural sports.The transportation network,information network and environmental carrying capacity lay a solid foundation for constructing the road of urban and rural sports integration development.The result of the integrated development of urban and rural sports is to promote the upgrading of sports consumption and realize the standardization of urban and rural sports,so as to build a higher level of public sports service system.(2)The reasonable allocation of urban and rural sports elements includes sports talents,sports funds,sports facilities,sports organizations,sports science and technology,sports culture and sports events.Sports talents,organizations,funds,facilities,technologies and events are the advantages of urban sports,which should be guided to feed back to the countryside,so as to promote the flow of more sports resources to the countryside.The advantages of the countryside in shaping the confidence of Chinese culture should also be brought into play,so as to promote the complementarity of elements.Based on this,according to the flow of equal opportunities and the differential incentive of stratified status in urban and rural areas,allocate "high-quality Farmers Group" in Rural responsibilities among government,society and individuals and the level of citizen’s sports development needs,make clear the allocation direction of sports finance,social funds and market funds.In accordance with the principle of "common prosperity,joint contribution and shared benefits",we will strengthen urban recycling,coordinate spatial planning of sports facilities,and promote standardized construction of sports facilities.According to the principle of "legalization,specialization,individuation and socialization" of sports organizations,it promotes the role transformation of government,the sending of social organizations to the countryside,the sinking of market organizations and supporting the rise of self-governing organizations.Based on the information revolution,we will improve the informatization,digitization and intelligent level of urban and rural sports,Adhere to the principle of "common prosperity,joint construction,symbiosis,co-governance and sharing",develop the sports culture industry,cultivate the carrier of sports nostalgia,carry forward sports civility,promote sports culture identity,and give play to the advantages of rural sports culture resources,relying on "unimpeded urban-rural channels,co-creation and sharing between urban and rural areas,and local connotation",it promotes the sinking of the events,condense the diversified power of running the events,broaden the diversified participants and integrate the events into the agricultural interests and tastes.(3)The safeguard mechanism for the integrated development of urban and rural sports includes the inclusive sharing,the priority development of rural sports,the integration of urban and rural sports facilities,the reasonable flow of urban and rural sports elements and the diversified development of rural sports.Of all,the safeguard mechanism for inclusive sharing of urban and rural sports provides "equal status between urban and rural" for the integrated development;the priority development of rural sports provides “Make up for weaknesses” guarantee for the integrated development of urban and rural sports,the integration of urban and rural sports facilities provides co-prosperity guarantee for the integrated development;the diversified development guarantee mechanism of rural sports provides the guarantee of "mutual promotion“ for the integrated development of urban and rural sports.The reasonable flow guarantee mechanism of urban and rural sports elements provides the guarantee of"urban-rural complementarity" for the integrated development of urban and rural sports,so as to build a solid and stable "industrial stool model" support for the integrated development of urban and rural sports.(4)China is still in the initial stage of comprehensively promoting rural revitalization.There are still a series of practical problems in adhering to the integrated development of urban and rural sports:The co-prosperity and win-win situation of urban and rural sports industry has not been formed,the co-governance and sharing system of sports governance is not perfect,the channels of the coexistence and co-prosperity sports life are not smooth,Sports culture symbiosis and co-prosperity phenomenon is imbalanced,and Co-construction and co-insurance function of sports environment is not outstanding.Based on this,the five-in-one layout of "economy","system","culture","society" and "ecology" is adopted to promote the mutual prosperity and win-win of urban and rural sports industry from the perspective of economic cycle,to promote co-governance and sharing of urban and rural sports governance from the level of institutional coordination,to promote the co-existence and co-prosperity of sports culture from the perspective of cultural complementarity,to promote the mutual integration of sports life from the perspective of social interaction,to promote the coordinated development of sports life foundation from the interactive pattern of conditions,to promote the co-construction and Co-Protection of sports environment from the scope of ecological prosperity,so as to build the basic path of integrated development
