Labor relations is an important part of production relations and one of the most basic and important social relations.It rely on the coordination mechanism of labor relations to maintain operation and keep stability.The party and the state have always attached great importance to labor relations and its governance.In different historical periods and development stages,the party and the state have improved and perfected the labor relations governance mechanism according to the needs of labor relations adjustment,and have generally achieved long-term harmony and stability of socialist labor relations.After the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping made many comments on labor relations governance.In the speech at the celebration of the "May 1" International Labor Day and the conference to commend national labor models and advanced workers,General Secretary Xi Jinping proposed that "Labor relations are one of the most basic social relations.It is necessary to maximize harmonious factors and minimize disharmonious factors,build and develop harmonious labor relations,and promote social stability and harmony.It is necessary to protect the basic rights and interests of employees according to law,improve the labor relations governance mechanism,and timely and correctly handle labor relations contradictions and disputes",which provides theoretical guidance and ideological guidance for the modernization of China’s labor relations governance,Make it clear that the goal of labor relations management is to realize modernization,and continuously improve the level of modernization of labor relations management,so as to meet the development needs of China’s new business economy.In the speech at the celebration of characteristics embedded.Based on the governance practice of the modernization of labor relations governance in our country,this paper uses research methods such as induction and deduction to carry out research on the modernization of labor relations governance from the macro,meso,and micro dimensions.By clarifying the main categories of labor relations governance,institutional basis and modernization standards,and comparing Marxism and Western theories of labor relations and governance,it lays a solid theoretical foundation for the modernization of labor relations governance in our country.Summarizing the achievements and historical experience in the process of modernization of labor relations governance,and analyzing the causes of the problems that still exist in governance,and dialectically sort out and view the modernization practice of labor relations governance in our country,are conducive to the continuous improvement of the modernization level of labor relations governance in our country,and further harmonize labor relations.Based on the historical orientation of the new era,in view of the contracting,marketization,legalization,collectivization,globalization and flexibility of labor relations,new industries,new business forms,and new technology enterprises are flourishing.It has become a historical necessity to carry out the modernization practice of new labor relations governance.Therefore,the modernization of labor relations governance requires continuous adjustment of governance objectives and methods,and establish clear evaluation standards and a complete institutional system.The practical value of building an index system for the modernization of labor relations governance is self-evident.By screening the main factors affecting the modernization of labor relations governance by the government,trade unions and enterprises,the principles of comprehensiveness,system and balance are also basically followed.With the goal of high efficiency and low cost of governance,The modernization indicators of labor relations governance combined in the whole process are divided into four categories of second-level indicators: institutional governance indicators,democratic governance indicators,harmonious governance indicators,and reciprocal governance indicators.In addition,this paper summarizes and categorizes our country’s labor relations governance system,sets up three-level indicators,initially builds an index system for the modernization of labor relations governance,outlines the institutional framework for the modernization of labor relations governance in our country,in order to provide theoretical insights for the modernization of labor relations governance,support and serve the modernization practice of governance.The governance of labor relations in China is carried out under the leadership of the party.It is a top-down governance led by the government,with the participation of trade unions and independent management of enterprises.It is a governance based on the consistent interests of workers and enterprises,and is a coordinated result of mutual benefit and win-win for both parties.The improvement of the governance level of labor relations with Chinese characteristics is an important manifestation of the improvement of the level of social governance,and it is the proper meaning of improving the modernization of our country’s national governance system and governance capacity.As far as the current difficulties faced by the three major subjects of labor relations in various fields of governance are concerned,they are committed to resolving labor disputes and harmonizing labor relations.This article digs deeply into the uncoordinated and unstable parts of the existence of labor relations,looking for the gaps and flaws in governance,and intends to point out the optimal path that can solve the practical problems in the modernization of labor relations governance,conform to the development law of labor relations in China,and strengthen the awareness of problems,to provide advice and suggestions for improving the labor relations governance mechanism,building a harmonious labor relations with Chinese characteristics,and effectively guiding the modernization practice of labor relations governance,with a view to providing inspiration for improving the labor relations governance system in the new era,improving the ability of labor relations governance,and realizing a higher level of the modernization of labor relations governance.
