| The report of the 20 th Party Congress points out that "in-depth implementation of regional coordinated development strategies,major regional strategies,main functional area strategies,new urbanization strategies,optimizing the layout of major productive forces,building a regional economic layout and territorial spatial system with complementary advantages and high-quality development." China is a vast country with a large territory,but the natural endowments,climatic conditions and living habits of different regions are very different,and there are huge differences in political,economic and cultural development between regions.The huge inter-regional development gap not only affects the realization of high-quality development in China,but also hinders the goal of achieving common prosperity.As a "visible hand" influencing the regional economic activities in China,regional economic policy compensates for the blindness of the market in spontaneously regulating resource allocation and plays an indispensable role in regulating the differences in economic development,income distribution and social welfare among regions.In recent years,with the country’s gradual emphasis on coordinated regional development and the introduction of national-level regional policies such as "One Belt,One Road","Beijing-Tianjin-Hebei Cooperative Development","Guangdong-Hong Kong-Macao Greater Bay Area Construction","Comprehensive Revitalization of Northeast China" and "Rise of Central China",China’s regional economic policies have attracted widespread attention from all walks of life.Not only that,regional economic policy has always been a key issue of academic concern,and many scholars have conducted extensive research on topics such as regional economic policy,regional industrial layout,and the impact of inter-regional population and capital flows.Regional economic policy research can provide a theoretical basis and a practical basis for the government to formulate efficient and feasible regional economic policies,which are conducive to the realization of national macro-level development goals.To further develop China’s regional economic theory,add to the theory of socialist market economy with Chinese characteristics,and promote the high-quality development of China’s economy.Based on this background,this paper comprehensively collates and studies China’s regional economic policies,explains the theoretical basis of regional economic policies,reviews the evolution of China’s regional economic policies,and analyzes the current situation and problems of China’s regional economy.The paper proposes a regional economic policy evaluation index system oriented to high-quality development,takes the revitalization strategy of the old industrial bases in Northeast China as an example,conducts an empirical study of the policy effects,verifies the scientificity of the index system constructed in this paper,and then proposes policy recommendations.The main points of this article include:The first chapter introductory section.It mainly introduces the background and significance of the formation of the paper and reviews the existing research results at home and abroad,and presents the main research objectives of the paper.The research framework,logic,content structure,main innovation points and shortcomings of this paper are described.Chapter 2: Concepts and theoretical foundations of regional economic policy.It mainly elaborates the relevant concepts of regional economic policy,the connotation of regional economic policy and other related contents.Further through the study of related theories,the theoretical basis of this paper’s research is laid down from the doctrines of regional unbalanced development,the idea of state intervention,classical Marxist theory and socialist political economy with Chinese characteristics,respectively.Chapter 3 analyzes the history,current situation and problems of regional economic policy evolution in China since the reform and opening up.The study shows that the key link of the problems related to regional economic policies in China lies in the ex-ante assessment and ex-post evaluation of regional economic policies,especially in the ex-post evaluation of the lack of scientific construction of regional economic policy evaluation index system,which is one of the core problems addressed in this paper.Chapter 4 examines in detail the theoretical connotation of regional economic policies affecting high-quality development,analyzes the transmission mechanism of regional economic policies affecting high-quality development,and constructs a regional economic policy evaluation index system with high-quality development as the perspective threshold.The calculated regional economic policy evaluation indexes are used to analyze the regional high quality development gap in China using the Thiel index method.Chapter 5: Specific application of regional economic policy evaluation index system.Taking the Northeast Revitalization Strategy as an example,an empirical study on the effect of the Northeast Revitalization Strategy is conducted using the PSM-DID method,and a comparative study is conducted with the policy evaluation method using a single economic indicator as the standard.Chapter 6 Research Conclusions and Policy Recommendations.Through an in-depth study of China’s regional economic policies,the main conclusions of this paper are as follows:1.Regional economic policies have a significant impact on high-quality development.Regional economic policies improve the efficiency of resource utilization at the overall national level and promote high-quality development at the overall national level in three aspects: promoting regional division of labor and collaboration,breaking down inter-regional trade barriers and adjusting the allocation of important resources among regions.At the same time,regional economic policies improve the development efficiency of the relevant regions affected by the policies in three aspects: promoting regional innovation level,promoting regional infrastructure construction and stimulating regional human resource potential,and promoting high-quality development of the relevant regions.2.In this paper,the regional economic policy evaluation index system is studied with high-quality development as the sight threshold.The results show that there are still problems of uncoordinated and unbalanced regional development in China,which have formed more serious resistance and obstacles to the realization of high-quality development,and these problems are difficult to be adjusted spontaneously through the existing market mechanism,and it is urgent for the state to introduce regional economic policies to intervene in a timely manner.3.Through the empirical study of the policy effect of the Northeast Revitalization Strategy and comparing the results with the single evaluation index of GDP per capita,the following conclusions are drawn: the evaluation of the policy effect by a single economic index obviously overestimates the effect of the policy,and the Northeast Revitalization Policy does have an effect in terms of economic growth,but the policy effect is not obvious if the evaluation is based on the criterion of high-quality development.Finally,this paper puts forward policy recommendations in three aspects: regional economic policy for the overall high-quality development of the country,regional economic policy for the high-quality development of relevant regions,and the implementation of differentiated regional economic policy according to resource endowment,and provides an outlook on the development direction of regional economic policy in China.The innovations of this paper are mainly reflected in the following aspects:First,this paper investigates the transmission paths of regional economic policies on high-quality development in five dimensions: innovation,coordination,green,openness and sharing,and clarifies the intrinsic links between the two.The mechanism of regional economic policies influencing high-quality development at the overall national level and the mechanism of regional economic policies influencing high-quality development in related regions are further analyzed.The theoretical basis for evaluating the effects of regional economic policies with high-quality development as the standard is laid.Second,by reviewing and combing the existing literature,we found that most of the literature only uses a single economic indicator as the evaluation criterion,and such research can no longer meet the needs of further promoting high-quality development in China.In order to fill the gap of the existing research,this paper constructs an evaluation system of regional economic policies through five systems highly related to high-quality development,and uses the objective evaluation method to design the weights.This paper argues that a more comprehensive and scientific conclusion can be drawn by constructing a regional economic policy evaluation index system to evaluate the effects of regional economic policies in the context of high-quality development.Third,based on the constructed regional economic policy evaluation index system,the PSM-DID method was used to empirically test the effect of the comprehensive revitalization strategy of Northeast China and to conduct a comparative study with the method of using GDP per capita as a single evaluation index.The results found that the impact of the comprehensive revitalization policy of Northeast China on economic growth is relatively significant,and the impact on regional high-quality development is not obvious. |
