Study On Chinese Ecological Economic Compensation Mechanism Of Mineral Resources' Exploration

Ecological Compensation of Mineral Resources'exploration is a main trial in our country, it has some basic researches on theory and practice, but the legal system of it is still not perfect, environmental protection and ecological conservation are still too dependent on government, the importance of market on regulating the natural resources isn't be completely used, the shortage of environmental funds and the misusage of the funds is widespread existing. To improve the Ecological Economic Compensation of Mineral Resources'exploration is not only a sound environmental policy, an important measure of protection of ecological environment, but also an important way to implement the scientific development concept and build a harmonious society. It will help curb the further destruction of the ecological environment, alleviate ecological stress brought by economy development and resources exploration. It will provide a good ecological protection for the sustainable development of China's national economy.This article is based on China's development and utilization of mineral resources and its environmental impact, and discussing how to improve the relevant policy of Ecological Compensation of Mineral Resources'exploration. This article is divided into six parts; they are Preface, the general description, the basic theories, the development and utilization and its environmental impact, the practice and the improvement of Ecological Economic Compensation Mechanism of Mineral Resources'exploration. The main parts are the practice and the improvement of Ecological Economic Compensation Mechanism of Mineral Resources'exploration.This article has researched concepts, principles and basic elements of Ecological Economic Compensation of Mineral Resources'exploration, and analyzing the basic theories of it. This article has also researched the relevant laws and systems, and the specific ways of Chinese Ecological Economic Compensation Mechanism of Mineral Resources'exploration, affirming the existence significance of these means, and point out its shortages. Through referring to a large number of domestic and foreign literature, and learn the successful experiences from them, this article get conclusions through comprehensively analyzing and innovating, they are (1) to build the"government control, market regulate, social participate"Ecological Economic Compensation Management, play the complementary role of government and market fully, and arouse the people's initiative of the compensation fully ;(2)to expand the financing channels, and gradually build the ecological compensation sources as"mainly depend on the government finance, also depend on the social donations and market operation", building diverse financing channels, implement the diverse pays, in order to solve fund shortages of ecological compensation;(3) in order to get the funds timely, we have to require ecological compensation taxes from resource exploration to mining, change the existing content of charges, and add ecological compensation factors to it, building our mineral resources ecological tax system.
