| Open source is the tendency of software development in the future. GIS belongs to one of the core technologies to achieve "Digital Municipality". Building digital municipality integrated management system under the open source is a new concept and application in the development process of GIS and municipal administration. And it is the brand-new solution to the problem which the current municipal administration faces.This paper describes the theory and development methodology firstly.Then in order to solve the bottlenecks problem of massive spatial data processing, it builds the spatial index using the dynamic quadtree which can speed up the massive spatial data processing capabilities,after comparation of R tree and quadtree.After solving this problem, it builds a digital municipality integrated management system which is based on open source framework, and use a unified standard, integrated and shared information, unified planning. It contains modules of the municipal map service, road patrol module, automated underground pipe inspection, municipal object definition and properties dynamic configuration, programs, projects and complaints management, intelligent query and reporting statistics management. Because geospatial reference system is not uniform between the Google map and each client,it uses similarity transformation model to achieve transformation between web Mercator coordinate system and WGS-84 coordinate,makes a coordinate to another by coordinate transformation in order to be still locate the original location. Finally, it describes the municipal road and pipeline inspection in the commonly used. It achieves road inspection using the portable mobile devices and automated pipe inspection using inspection robot, according the workflow, using navigation algorithm to match track point in road patrol and the shortest path algorithm to find the shortest path between the two inspection pipes. |
