Nature reserves, reserve bank of biological species, while maintaining the natural resources and biological diversity, maintenance of Homeland Security played an extremely important ecological role. However, generally the nature reserves have a large coverage, transport facilities, monitoring and management difficulties. Currently, our country monitoring are basically artificial way, cannot simultaneously access the protected areas of information, it is difficult to form an effective protection. Applying remote sensing operational technology in Nature Reserve, can effectively improve the monitoring capacity of protected areas for protected area management and decision-making to provide more information.Based on the country special supported, China's offshore marine comprehensive survey and evaluation (Project 908) satellite remote sensing survey of Shandong and Jiangsu islands and coastal zone. As Jiangsu Yancheng nature reserve a study area,1986,1992,2002 and 2006 Landsat TM/ETM+ and the 2010 HJ-1A/1B images a data source, according to data obtained by field survey, combined with GIS to extract the study area 5 phases information, analysis the study area's wetlands and non-wetland status and changing in 25 years. Based on the above works, for management and protection needs of protected area, the paper give remote sensing operational program. The main conclusions are as follows:1) In 2010 the study area is mainly of wetlands, it is accounting for99.82% of the total area. The natural wetlands is accounting for 49.35%, salt marsh and swamp wetlands are mainly as a nature reserve suitable habitat for rare birds in the in protected areas, the proportion of the share is greater than the surrounding area, were 2.87% and 10.65%; artificial wetlands to aquaculture ponds and agricultural wetlands, the proportion of the pond in protected area is larger than the around, a ratio of 32.21%, the ratio of agriculture in the around is larger than the protected area, it is 41.71%; in the 1986-2010 years, wetlands changed significantly:(1) natural wetlands shrinking, in protected areas to reduce the 77807.11 hm2, the surrounding area reduced 15420.72 hm2; (2) Overall, natural wetland converted to artificial wetland. The most significant is the salt marsh and swamp wetlands converted to artificial wetland, both to the breeding ponds of the conversion rates were 35.78% and 36.25%, the agricultural wetland conversion rates were 7.85% and 41.91%.2) Based on results of monitoring the status and dynamics, combined with the two field reconnaissance data, to analyze on human activities, indicator species of the stress factors and policy factors. During study period of 25 years, driven by economic interests, the salt marsh and swamp wetlands shrinking, mainly into the ponds and agricultural wetlands, but in 2002 while the nature reserves was a member of "wetland of international importance List", the salt marsh has been partially restored. After the scope of the nature reserves in 2006 to re-adjust the swamp has been partially restored gradually.3) Based on the above works, for the nature reserve management and protection needs, given the applicable remote sensing operational monitoring program:including the scope of remote sensing monitoring, monitoring data sources, frequency, elements, and combined with field data to analysis the elements of the monitoring, produced the corresponding results of monitoring charts and thematic maps of monitoring elements; gather and report the information in the monitoring process, and analysis of monitoring results, the driving force for change, making remote monitoring report, based on the above works, to improve the existing protective measures and development the further management plans, and provide a available basis for the next works.
