Take Middle-East district of Taipusi Banner as study area in the paper, combining field observation test (pumping test and field survey) with indoor experiment (granule analysis and organic matter analysis etc), Based on the relationship between hydrological parameters and physical-chemistry characteristic parameters of formation, the variability of aquifer parameters and physical-chemistry parameters of unsaturated zone have been also analyzed. The aquifer system of the Taipusi Banner is identified and analyzed by using the internal and outside information. On the basis of real pumping of ground water, the water resources evaluated by the water balance method. The evaluating result of water quantity was checked by finite element method. In order to optimal utilization of ground water resources, the network of pumping well have been designed by different technology.
