With the fast development of our country, the demand for ground of industry is more and more bigger. In these regions, soil is often filled in big area before constructing. Although the loading is little and the settlement completes quickly, in the littoral, because of deep soft soil, after the completion of main consolidation, there is also existed long term minor consolidation. Though the creep settlement isn't easy to detect, through accumulating, it will affect directly the stability of projects and even destroy the structures.This paper introduces all kinds of calculation methods of settlement and the popular research theory at present, expresses the rheology theory and its developing trend in detail. Based on the rheology theory, the theory of linear-visco-elastic-plastic model is put forward to forecast the long term creep settlement of soft soil in the metallurgy industrial region at the backward position of Haihe river in Tianjin.The settlement of soft soil includes main consolidation settlement and minor consolidation settlement. The main consolidation and minor consolidation happen at the same time. The main consolidation equels to viscoelastic settlement, and the minor consolidation includes viscoplastic settlement and viscoelastic settlement. Based on the creep experimental curve, the creep deformation law of silty soft clay of the first marine layer and its constitutive relationship among stress-strain-time is studied in this paper. By using the constitutive model, we can establish the creep and consolidation model, the variation trend of super pore water pressure and the development of viscoelastic settlement and viscoplastic settlement. At last forecasting the long term creep settlement in the metallurgy industrial estate at the backward position of Haihe river in Tianjin.
