| The main study of the mixed finite element method for viscosity incopress-ible is to check if the velocity-pressure field satisfies so-called LBB condition,that is inf-sup condition. Here in this paper, by using the "macroelements" to local-ize the stability condition, we advance a local technique for "macroelements" to discriminate LBB condition which is based on the existing critical technique for "macroelements".In this document,we shall state two results about the macroelement tech-nique at first,one for the case of macroelement partitions, and the other one for the coverings by overlapping macroelements. Secondly we shall introduce a criterion for checking the inf-sup condition by testing subspaces of the velocity and pressure spaces. Finally we provide some technical lemmas for checking the local inf-sup condition.
