As the rapid development of exploration of the outer space, people are paying a good deal of attention to its environment , in which the small celestial bodies of solar system are included.This thesis is mainly devoted to research and analysis of the main problems and requirements in improving CCD observing technique and into acquiring new series of high quality astrometric observations of the major uranian satellites based on investigation of the studies presented by many other authors, especially, referred to solving main problems and satisfying requirements in our observing faint satellites in proximity of primary. There are two creative works included in this paper:1. In order to assist user in choosing the best observing time interval and identification of object in the process of image in observing and reducing, a set of new software package based upon Laskar's GUST86 theory, which can visualize the positions and movements of satellites and calculate the mean residuals(0-C)(Observed minus Computed), was given.2. A new method of CCD image process-Mexican Hat wavelet transform in two dimensions is brought forward for the purpose of removing or suppressing the effects of gradient and noises in the background of the satellites close to the heavily overexposed image of planet and ring.Finally, for comparison the mean residuals (0-C) were calculated for the observations of the major satellites of Uranus in 1995-1997 by using our new reduction methods and GUST86 theory, the results show that our new method and new software is accurate and reliable, and can meet the needsof observation practice and data reduction in current precise astrometric positioning for uranian satellites.
