| Based on system and requirement analysis, this system is designed to be a real time monitor and timing system developed on GPS and GIS technology, which composed the GPS, GIS and GSM all together. At the same time, the system gives an overall plan and principle to the hard disk architecture management.The project is fulfilled by the most advanced satellite position system technique such as GPS, computer communication and computer network technique. The designing goal, rules and duties of timing system and vehicle monitor based on GPS are put forward after precious investigation and researching, and the hardware structure and the related general designing and solving way of management function.The theory and technique of vehicle monitor system and timing system based on GPS and GIS are introduced in this thesis. This system is complicated, and I take on the designing and implement of monitor centre software and timing system. The differences of the merit and the flaw between MapBasic, MapX and OLE in developing the GIS system are stated, and the way of solve the GIS by OLE are confirmed in this thesis, and the map is displayed by transforming the coordinates, and the relate operations such as zoom out, zoom in, wondering and layer management are realized in this thesis, too. The serial communication based on multithread of VC++ is used in this thesis, and the serial class and multithread technique are developed alone, and the GPS signal receiving and processing and the related sifting and the GPS system are realized in this thesis. All kinds of errors of GPS are carried on. In order to decrease the effect of the errors, the difference GPS technique and the related way are put forward, and the precious orientation of moving vehicle are realized in this thesis.This system samples and monitors the situation and route of vehicle by real time and the time system of ATC. It promotes vehicles' management and attemper of the platform of aerodrome, and the business capacity.
