Based on the monthly average reanalysis data on general circulation from the NCEP/NCAR(1961- 1998) ,the general circulation index data (1961-2001) and the summer temperature and precipitation data and winter temperature for 41 years (1961-2001) from eighty meteorological stations and relation data for 11 years from two stations in Shandong Province, it is analyzed that spatial and temporal characteristics of winter and summer temperature variation. It is studied that the characteristics of abnormal circulation in the Hemisphere and the abnormal strength of monsoon in the main model in winter and summer. The relations between the summer temperature and precipitation , the net radiation quantum and temperature are discussed simply. The diagnosis analysis on temperature anomaly benefits precipitation prediction , agriculture crop budget, energy sources' consumption estimate.The studies provide reliable evidence for short period weather forecast.With the whole earth's temperature rising, the winter temperature rising trend is significant. It has increase 1.8 over 41 years. The 1986/1987 winter is transition year from cold period to warm period in winter. The summer temperature variation is small.The temperature anomaly data for 41 years arc analyzed by means of EOF. The first principal components respectively accounts for 93.2 %, 81.1% .The constringency in winter is faster than in summer. It is because that more complex facts affect summer temperature than winter. The first model in the two seasons are all the representational models, which is synchronized in the whole area of the province. The second model contribution is respectively 2.4% , 6.7% in winter and summer, and out of phasu with eastern part and western part. The zero isoline thread through in the middle of the province .The continent effect index may reflects the range the ocean influence climates, then the second model may be regard as the ocean affecting model. There are periodical oscillations of 20-6 years in winter and summer EOF1-T.There are marked differences in winter and summer general circulation between the warmer and colder years. The main different regions lie in Eurasia and the North Pacific, hi colder winter, the general circulation anomaly distributing is plus in the north and minus in the south at 50?N latitude over Eurasia as well as at 30 N latitudes over North Pacific. The Siberia High strengthen(weaken), Eastern Asia Trough western and strengthen(eastem and weaken), remaining steady longitude(latitude) :irculation over Asia, benefited (not benefited )cold air southern, result easily in colder(warmer)winter. In cold summer there is positive EUP telecorrelation pattern in the mid-hi latitudes over Eurasia, and there is negative PJ wave in East Asia. Study shows that weaker Okhotsh Sea High ,northward location of Subtropical High,stronger Indian Low lead to high temperature in summer. There is a contrary situation in colder summer. This indicates the winter and summer interannual variation in Shandong Province is not local phenomena, but is the result of the huge scale general circulation anomaly causing large range temperature anomaly.The influence of East Asia monsoon on temperature is significant. When winter (summer)monsoon intensity strengthen (weaken), the same period temperature is lower (higher). However, the influence that the summer monsoon impact on the same period temperature is not as good as winter. The abnormal strength of summer monsoon is high closely related to the rain belt movement. The summer precipitation has negative feedback to summer time temperature, but not crucial.The net radiation quantum in January and July in Jinan and Fushan stations is some positive correlative with the same period temperature. The relation between them is more decided by local climate condition, changing with surface status, thermal quality. There is not clear correlative relation between them. The relation in winter is more complex than in summer.
