In order to mitigate the earthquake disaster effectively, besides earthquake monitoring and predicting and structure seismic design, it is very essential to establish earthquake early warning and earthquake emergency response system. For reach ideal effect of early warning and disaster reduction, we must shorten the date processing time of earthquake location, earthquake disaster rapid assessment and so on. In this paper, the automatic phase identification that one of the basic links of earthquake location is mainly studied. The main achievements of this study could be summarized as fellows:1. The method of seismic phase identification is briefly summarized and its pluses and minuses are appraised, on this basis the development trend of the method is pointed out.2. On the basis of comparatively systematic research to the computing technology of signal instantaneous frequency, a new computing technology of instantaneous frequency is present. By the comparison with other commonsense methods and application of the real seismic date, the precision and stability of the method are proved.3. A new seismic phase identification method which can reflect the characteristics of amplitude increase and frequency changing of earthquake signal is developed. By application of some real seismic records, the precision and stability of the method are proved.4. Based on the Teager-Kaiser energy concept and smooth coefficient, a new short term average to long term average algorithms is developed. By application of some real seismic records, the precision and stability of the method are proved.
