The surface solar radiation is the motivity that lead to circulation of atmospheric and oceanic and different temperature in different area. It also results in the existence and development of the human and the earth-biology-system. So to study the change of weather and climate based on the radiation data is the most important and basic way. In recent years, as human activities have had a profound influence on the global climate along with climate inner rhythm, the surface solar radiation that arrived the earth's has changed. It means that it is very important to study the variations of the surface solar radiation and the change of regional climate with it. We could benefit from the analysis about the influencing factors, as mean as we can improve the regional climate model, nicety ratio of forecast of climate, ability of defending and decreasing disaster and organize the production of agriculture and industry.The variations of the total surface solar radiation, direct radiation, scattering radiation, pure radiation, on different time scale is analyzed based on original daily radiation data from Jinan, Fushan stations in Shandong. The correlativity is discussed between the solar radiation arrived at the earth's surface and air temperature, pressure, annual rainfall, atmospheric vapor in regional area with correlation and continuous-cross-spectrum analysis methods. Finally, the correlativity between cloud amount, atmosphere aerosol, the factors that influence the solar radiation ,and solar radiation is discussed. MODIS remote sensing data in 2002 are used to analyse the influence of atmosphere aerosol on the solar radiation.The results show that the variations of solar radiation and the factors that influence the variations have some difference in the seashore region and the middle-and-western-area in Shandong area. In the middle-and-western-area of Shandong , the total solar radiation and direct radiation show reductions before 1990, and the pure radiation appears to trend contrarily. The total solar radiation appears increasing after 1991. The total solar radiation and direct radiation have more influence on annual variations of average minimum temperature and average temperature obviously, as well as on vapor amount in the atmosphere and annual rainfall in the periods of 2-3 years and 4-5 years. The variation of total low cloud amounts mainly influences the direct radiation and the pure radiation. Theaerosol weakens the total solar radiation obviously.The annual variation of the total solar radiation is not obvious in the seashore region, but the direct radiation tends to decrease, and the scattering radiation tends to increase obviously. The annual variation of autumn temperature is more sensitive to the variation of solar radiation, and the annual rainfall is sensitive to the direct radiation in the periods of 3-4 years and 8 years. The annual variation of water vapor amount is mainly affected by the direct radiation. The variation of atmosphere aerosol has less influence on the total solar radiation in the seashore area.
