In this paper, Huaihe River Basin is the zone of the runoff simulation experimentation of moist climatic region, by the statistic-dynamic parameterization the storage model is developed. The results indicate the feasibility of the developed model. As we all know, precipitation and soil humidity is two important parameter of runoff process. Based on the probability density function of precipitation and soil humidity to develop the Hydrological model, the research of the influence of heterogeneous land surface parameter and air forcing term to runoff parameterization is carried out.Based on the former discuss, firstly, on the basis of the data of precipitation, the probability density function of it is fitted. The statistically confidential tests of the fitted data is conducted, of which the fitted distribution obeys Weibull-distribution. Secondly, based on antecedent precipitation index method and the water equilibrium theory to set up prediction model of soil humidity, and to simulate and predict of soil humidity in no data station of climatic humid zone, the feasibility is discussed. On the basis of the simulated data of the soil humidity, the probability density function of it is fitted. The statistically confidential tests of the fitted is conducted, of which the fitted distribution obeys β-distribution.The result is as following, Land Surface Heterogeneity has an effect on precision of land surface variables, based on the storage model and probability density function of precipitation and soil humidity, the hydrological model is developed, and the runoff of developed model and former model is compared. The results indicate the feasibility of the developed model.
