The writer accomplished the paper based on joining in developing the forecast system of rainstorm waterlogging disaster in Beijing City which is developed by Tianjin Normal University and Beijing observatory together. At present the first section of the system which is studying on the kernel algorithm and kernel developing technique was finished. The following task of the system is the realization of rainstorm waterlogging forecast according to the relevant data. Beijing is the center of politics and culture. The rainstorm waterlogging disaster has become serious in the past few years. So it is meaningful to provide credible data for the decision of department through developing the forecast system.The developing of the system involves the knowledge of meteorology, hydraulics, hydrology, city geographic information, computational mathematics, computer science and many other subjects. So it is quite difficult to develop the system. The paper put emphasis on the aspect of mathematics modeling and kernel algorithm done by the writer. Based on the two-dimensional unsteady flow equation, the writer put forward a method to solve surface-channel continuous equations using Galerkin finite element method and put forward conjugate gradient and some other effective methods to solve large linear system which has sparse and symmetrical matrix exported finally. The paper adopted a dynamic Weighted Least Square method replacing the traditional least square method to compute the area precipitation. Theory analysis and actual computation show that the improved method decreased the error to a large degree. Therefore, it makes the system more prefect and more credible. In addition, the contents of GIS and computer information management and visualization technique involved in the system are introduced in the paper.The development environment of the system is ASP.NET. The C# programming language is adopted to develop the system. The system uses SQL Server as its background database. It can be run in LAN or Internet.
