As one of the biggest countries of inland shipping, People has great potential to inland shipping. The maintenance and management of inland channel has become an urgent problem to be solved firstly. The informationization of the channel is an important means to solve this question. According to this situation, China begins to invest in "the digital channel construction" projects. Developing the system of remote monitoring and controlling pharos is an important content of this project. It can largely improve channel maintaining.After more than twenty years of research, the system of remote monitoring and controlling pharos has achieved great effectiveness. But it has not been largely used because of the absence of unified standard.First, we discuss the visualization of the moving objects. We examine the principle during the process of designing dynamic electronic map. We also introduce some methods based on the system of remote monitoring and controlling pharos such as the design of self-adaptation visualization, the design of the dynamic symbol, the variable-scale method of presenting geo-data, the design of the interactive operation, etc. All this make it possible to express the moving objects well in the system of monitoring and controlling pharos.Second, the standards on electronic navigation chart and some elementary researches about the technology of electronic navigation chart are introduced. We try to use these technology to develop electronic map of inland waterway. We also revise and expand the technology in order to adapt to the actual conditions in inland channel.Last, on the basis of the technology and theory of dynamic electronic map, electronic navigation chart, we developed the system of remote monitoring and controlling pharos in three gorges. We succeeded in expressing the working state of pharos and the changing of the water line.The achievements of this study include:1) We use different IT technologies and integrate them together. We collect the information about the position by GPS and the working state of pharos, then we can monitor and control pharos using the technology of GIS.2) We use the technology of electronic navigation chart to design the electronic map of inland waterway, which was the data-base in the system of remote monitoring and controlling pharos.3) We discuss the self-adaptation of the moving objects. We also discuss the changing of the water line, and design a model to express this situation.
