The term of Drought is linked to the scope of Meteorology and should be strictly defined with principles of Agricultural Meteorology. It was dominated by the condition of weather in rainless or less rain for long-term during period of drought and caused atmosphere of air in dry and soil of land in less moisture and has negative effects on the growth of crops. Drought could frequently occur and has a strong damage to all, especially to destroy the ecological system. It is generally called "Chronic Disease" (in consideration of flooding, which is called "Acute Disease").The Drought Information Management System includes the monitoring and the application of drought (soil-moisture) information. The research of this paper takes a focus on the monitoring of the drought information of Liaoning and the design of the Drought Information Management System with a systematic review of the technical problems and the feasible scheme in the collection, transportation and application of the soil-moisture information of Liaoning. In the basic of the design of the general form of the monitoring of the soil-moisture and the Drought Information Management System, in the paper, there are some detailed design including the hardware composed of the web structure of the communication and the mobile/immobile detecting stage, and the software composed of the synthetical data-base, the application of GIS and the management of information. In the design of the system, I adopt some advanced technology including Com+, WebGIS, the modeling of increasing and declining the volume of soil-moisture and the forecasting of drought information. The Soil-moisture Monitoring System and the Drought Information Management System based on this paper had already played an important role in the decision-making in the fight of the drought of Liaoning.
