| Geographical Information System (GIS) has been widely used at home and abroad. However, there is no a specific standard in the GIS's construction for cities. Therefore, it is very necessary to establish the Urban Fundamental Geographic Information System (UFGIS) so as to manage the fundamental geographical data effectively and provide every department with full catering service. Nowadays, many cities have established UFGIS of their own, and gain many research productions. The design and implement of the Urban Fundamental GIS for one city are described in this paper, and efforts are made in the following points:1. The aims and sense and development of UFGIS construction are described, and many problem in the construction are raised. And the research points, purpose and management of this paper are introduced.2. Data is not only the core of the system, but also the most arduous task in the process of system establishment. The data system in the charge of the Urban Fundamental GIS for one city is stated herein, and the producing process and results of the data the author participated in are introduced (including the 1:10000 fundamental maps, DEM data and metadata).3. The importance of the spatial data quality estimation is stated. The existing estimation methods and the problems are introduced and the quality evaluation model of DLG based on the fuzzy integrated evaluation method is used.4. The object, designing principle, selection of software platform and the data structure of the Urban Fundamental GIS for one city are expounded, and the overall structure and function of the system are designed according to the contents above. Finally, the realization of the system function is also introduced in detail.
