Remote observing of telescope has been a topic of interest for many years, Since 80s of last century. As the expanding of the Internet, lots of remote observations utilize the Internet as the medium. Recently, Yunnan Observatory purchased a 2.4m telescope from the TTL (Telescope Technology Ltd), which supplies a Robotic observing mode. Under this mode, the telescope can carries out a program of observations according to a schedule and returns the data to the observer in the form they require. To utilize the system to achieve the remote observation of 2.4m telescope, we developed a platform as a upper layer to the Robotic System, to produce task schedule and submit it to the Robotic System, and to perform data management. We name the platform 2.4m Remote Observing System(ROS), which implements most functions of traditional observing process, and migrates most of the process onto the internet-based system, and supplies the observers of 2.4m telescope with a schedule-based observing mode. In this article we describe the design of the architecture of ROS, the simulation and reorganization of the processes of traditional observation mode. We have set up the framework of ROS and archived all the functions during proposal submission and procession.
