In recent years, with the highly development of the aquiculture in the Luoyuan Bay and the industry around the nearby coastland, the water quality in the Luoyuan Bay has been severely deteriorated. In this paper, use the 3-D model, ECOMSED to simulate the tidal currents, residual currents and the water particle's transporting, and also computation the capability of the sea-water exchange. All these research would provide the academic foundations.Use the water level data which are measured by auto level recorder as the open boundary condition in the ECOMSED, simulated the tidal currents in different depth. Compare the model result with the observed data in six observation station, it shows that the 3-D model results are highly reliable.Based on the numerical model result, indicate the relationship between the storage capacity for tidal water and the capability of the sea-water exchange. The more the storage capacity for tidal water a Bay has, the more the exchange with the outer water a Bay could. So excessive dam should been avoid.With the box model and convection-diffusion equation, Hu jiangyu indicated that the average half-exchange period of the Luoyuan Bay is about 10 days. In this paper, the 3-D numerical model results could show the distribution of different period in different sea area in detail. Father, point out and explain the correlation between the distribution of sea water exchange ability and the structure of residual currents. The current flowing from the north west of the bay to Jiangjunmao in surface layer then outflowing the bay along Kemen channel and the eddy in south west of bay result in the spatial difference of average half-exchange period. Wind could affect the tidal current, so it can affect the half-exchange period. The model result shows that the half-exchange period is the shortest if there is southwest wind, and is longer when there is prevailing wind-northeast wind.
