Multilevel programming was developed for mainly dealing with hierarchical decision-making programming, in which multiple decision makers arranged within a hierarchical administrative structure have their own decision variables,objective functions and constraint conditions. The upper-level decision maker makes decision, then according to it, the lower-level decision makers can make decisions to optimize their own objectives.A mass of investigations for multilevel programming in certain environments have been done by many scholars who have procured remarkable achievements,however,some uncertain factors sometimes appear in practical application, accordingly some practical problems will not be figured out via foregone certain multilevel programming models which have been set up and these models exist some restriction.This dissertation will further study models, algorithm and simple applications of multilevel hierarchical decision-making systems in fuzzy environments on the base of theory, models and algorithm for multilevel programming in certain environments.Because bilevel programming is the most ordinary form of multilevel programming and all multilevel programming are regarded as composite form of multi-bilevel programming,so this dissertation gives emphasis to study models, algorithm and simple applications of bilevel programming in fuzzy environments.This dissertation mainly study fuzzy bilevel programming models in uncertain environments,in the 3th chapter,three types of fuzzy bilevel programming, i.e. fuzzy expected value bilevel programming model, fuzzy chance-constrained bilevel programming model and fuzzy Dependent-chance bilevel programming model and a genetic algorithm based on fuzzy simulation is given; In the end, in the 4th chapter making a simply summary of applications of fuzzy bilevel programming in various fields,then using the models and algorithm introduced in this dissertation to solve the problem of the resources assign in fuzzy environments...
