Gray system theory take "small sample" of some known information and some unknown information, "poor information" and the "Uncertainty "as its study objects , mainly through the formation and development for some known information and extraction of valuable information to achieve correct description and effective control of the operating rules of the system. It has the quality of integrated multi-disciplinary, cross and abstract. Gray decision-making theories is the core of the application of Gray theories, also is the bridge between gray theory and practice. Gray decision-making is the very decision-making that containing gray element or gray model combined with the general model of decision-making. It is used frequently in practical complex analysis, such as investment decisions, project evaluation, optimization, factories sitting, tender bidding, maintenance, weapons systems performance evaluation, the order of development of industrial sector in overall, economic efficiency evaluation. Along with the development of science and technology, the system will becomes increasingly complex, and large the gray degree manifested in the system, which requires us to resolve more and more practical problems. Gray decision-making theory confronts a new opportunity for development, meanwhile the investigation of the theory and the method of multi - attribute decision-making of the complex system will also have an important practical significance.Based on the existing basic theory, the paper discusses the gray decision-making problem, which indicators is mixed sequence data, and investigates deeply for the decision-making methods of the gray statistical decision-making, gray cluster decision-making gray multi-objective decision-making that the indicators data for decision-making is mixed sequence. Furthermore, this paper gives the method to solve practical problems presented by concrete steps, and to expand the scope of application of the method of gray decision further.In addition, the paper makes some improvements on the method of parameter packages calculation of GM (1,1) model and Generalized Accumulate GM (1,1)model, and puts forwards the parameters' matrix, thus reducing the calculated parameters of the system response time and also reducing the rounding error, to some extent improving the precision of the model.The work of this paper is mainly divided into the following two parts;1) Gray decision-making of mixed sequence and multi-attribute (1) The study of gray cluster decision-making which issues is based on the mixed data which contains precise sequence interval numbers and triangular fuzzy numbers.
