GIS, which was proposed in the 1960s, has already obtained a great deal of achievements. Along with the quick development of the modern information technique, the GIS, which is on looking for the address of the city, has been developed rapidly in recent years. This thesis takes the electronic transportation map of Tonghua city as a background model, and states all the processes of making up the electronic transportation map in details. It mainly has the following few aspects:Making use of the R2V to carry on vector's turn to a diagram and to export as using the document format of DXF which is the most extensive vector data's commutation format.Using the MapInfo to duct DXF document and carry on the revise of the vector map.Using MapInfo to export to the edited electronic map as the ".Shp" document format that arcinfo uses.Using the language based on the .net framework 2.0 associating with the language C# to carry on the born ".Shp" then exaggerate and export it.Realizing traveling navigation function using Dijkstra algorithm.In the process of the system development, transforming a bit graphic into a vector one is a work that needs a lot of patience. In this study, we did not use the automatic tracking function of the V2R to carry on the automatic vector of the map. Instead, we adopted handicraft drawing to assure the map quality, though is more time consuming. The transformation process contains two steps, namely, rivers and surface features. As for streets, we don't mark them purposely, because we concern only the relations among the stations.
