The land value management is the core content of land management. It has the theoretic and practical significance in raising soil-rent value management level of our country and realizing public service of land value information by using the GIS technology to develop land value information inquiry and management system. On analyzing the application of GIS in land value management and the latest development status of GIS technology, the paper designs and develops a N-tier distributional land value inquiry and management information system based on enterprise spatial database. Main research content and result as follows:(1) Summarizes the superiority of the Component GIS technology and the WebGIS technology against the traditional GIS.(2) Analyses the demand of the functions, the performance and the platform of land value management.(3) By inspecting the mainstream GIS platforms in aspect of data management, development ability, functions and openness ability, the ArcGIS is chose as the basement of the GIS platform. The MapObjects is selected as basement of the Component-GIS, and the ArcIMS is the WebGIS solution. It takes the ArcSDE as the spatial data middleware to store spatial data in the commercial database.(4) The Microsoft SQL Server is selected as the database system according to the price, the performance and the function aspects.(5) Taking the demand analysis and the platform choice result as a foundation, sets up the multi-layered distributional GIS platform intergrating the the Component-GIS technology, the WebGIS technology and the business logic of land value management.(6)The entire platform is divided into two subsystems: the Browser/Server structure subsystem and Client/Server subsystem. Then explains the implementation of the key parts of the two subsystems.(7) Summarizes the superiorities of the entire system against the past systems, and proposes the forecast of the platform development.
