Weihe watershed which is one of the most developed areas in the northwest of China lies on the unique geographical position of the Loess Plateau. But it is easy to occur serous flood disasters in this area which suffers the rain storm in most region, the mission of flood control is rather austere. Moreover, underlying surface condition of Weihe watershed has been changed by the frequently human activity from the 1960s. Aiming at this problem, it is urgent to analyze build a rainfall-runoff relationship and to confirm a suitable runoff-confluence concentration for this watershed. These would provide the important basis for building flood forecasting systems, even on the watershed flood controlling and water resources planning .Based on the mature Xin'anjiang Model and Shanbei Model, focused on observed hydrometeorological data of upper Xianyang of Weihe watershed in 20 century's 1960s and ' 1980s, parameter of the model were calibrated. According to the analysis of the accumulated result, it can be concluded that Xin'anjiang Model is suitable for Weihe watershed.The paper used the basic knowledge about distributed hydrologic model, the sub-basins were set out based on the DEM of Weihe watershed. Then a paradistributed "basin-river" hydrologic model of loose structure was based on stored-full runoff theory. Then this paper used the model which was building precedanal to analyze the influence of human acting on flood in Weihe watershed, and got the convinced achievement.
