EPR problem is the problem of the various arguments on quantum mechanics incomplete since 1935. This is an exciting and far-reaching event in the 20th century's history of the development of physics. Scientific Developing Mode has an very important position in Western philosophy of science, it is on the rule, the main features and the internal mechanism of the development of science, and a successful mode of scientific development should not only reasonable interpretation of the scientific development of the historical process, but also reveals the essence of the rule of the scientific development. The purpose of this paper is to use the theories of Scientific Developing Mode to discussing the EPR problem and then trying to draw some useful Inspiration from it.This paper is divided into three chapters. To begin with, according to the logic of historical development, this paper describes the establishment of quantum mechanics and the Copenhagen interpretation,Einstein - Bohr controversy and the verification of the quantum mechanics incomplete . Secondly, this paper states the content and the arguments of the testing of the Bell's Theorem.The incomplete of Quantum mechanics logicly lead to the establishment of the theory of local hidden variable,and then challenges the orthodox theory of quantum mechanics.A large number of experimental results since 1972 consistent with the predictions of the quantum mechanics and violate the Bell's inequality, most scholars consider that the theory of local hidden variable has basically been excluded. Thirdly, this paper use four Scientific Developing Mode of the Popper, the Kuhn, the Lakatos and the Polanyi's to investigate the EPR problem,and the analysis shows that whether the quantum mechanics as a "paradigm" or a "program" have not entered into a stage of "crisis" or "degradation", and the bringing forward and the development of the EPR problem are closely related with Einstein's and Bell"s "personal knowledge".
