Urban sprawl is a complex spatiotemporal transformation process; it transfers different kinds of land use types into urban land, its results show that the scale of city expands increasingly. Because the resource of land is limit, how to develop urban model to depict, simulate and analyze the complex dynamic action that urban show in the change of sprawl has great theory and practical meaning. Urban is a complex and large system, every kind of traditional urban static models can't directly simulate urban dynamic system. Cellular Automata Model (CA) is a bottom to top spatiotemporal modeling frame, processes the capability of modeling spatiotemporal evolvement process of a complicated system. The character of CA model is more suitable for urban sprawl, expand and simulation of land use evolvement etc, which become the hot point of the application of CA. Discussion on using CA model integrated with GIS to simulate urban sprawl can improve the simulation environment of CA. Constituting classic urban CA model also can find new parameters and transition rules.The paper starts from theory, analyzes mechanism and modes of urban sprawl. On the base of research of the predecessor and the principle of CA, integrated with the technique of GIS and RS, in the environment of secondary development of GIS, the paper designs the model system named GIS-CA, simulates and forecasts the urban sprawl of Luoyang, in the province of henna, China.The main contents of the paper are as follows:(1) The system of urban is a complex system; urban sprawl is complex Spatiotemporal Processes. Developing the dynamic model of urban spatial sprawl is a difficult job. For the better of developing urban sprawl dynamic model, the paper discusses the feature of urban sprawl and CA model. (2) The construction of the model of GIS-CA: The model of GIS-CA is constructed using ArcObjects on the platform of ArcGIS and VBA.(3) The paper chooses Luoyang as a case, and simulates and forecasts the dynamic process of urban sprawl. The paper selects the data of the images of TM, the present urban land utilization, topography, urban master planning etc, and processes these data using the technology of RS and GIS, simulates and forecasts urban sprawl by the model of GIS-CA. Research purpose is to provide useful information about urban land use change for urban designers.The major research conclusions of this paper are :(1) The integration of GIS and CA enhances the function of GIS in spatiotemporal dynamic modeling. And the data needed by CA can easily achieve using the technique of GIS. The simulation results of CA can implement visualization without conversion. (2) Developing the model of GIS-CA using ArcObjects in the platform of ArcGIS is better choice, because the transition rules of GIS-CA can easily define using ArcObjects, the results of simulation can directly dynamically visualize, and be statistical analyzed by using the function of ArcGIS. (3)The city of Luoyang accelerant sprawl, the area of urban increases continually, and the urban land occupy rural land increasingly. Simulating and forecasting the change of urban land by using of the model of GIS-CA can provide basis for Luoyang urban land use planning, and help to constitute effective measure and policy of land management. (4) The model of GIS-CA can't absolutely accurate forecast the urban sprawl, but provide a possibility of urban sprawl .Because the urban system has classic characteristic of complex system, such as chaos, self-organization and uncertainty etc. Although the urban system has certain discipline, it need further research to forecast accurately its variations and development.
