DEA approach utilizes mathematical techniques, such as linear programming, which can handle large numbers of variables and relations (constraints) to evaluate the comparative efficiency of homogenous operating units. Since the first paper on DEA was published in 1978, it has been developed and extended for many applications both on not-for-profit institutions, such as educational institutions and governmental organizations, and on for-profit institutions, such as banks, telecommunications and manufacturing industries, etc. The most well-known DEA model is CCR model ,BCC model , Additive model.In the thesis, we introduce Multi-level index DEA and its application, including index DEA model and Multi-level index DEA model in which hierarchical structure is used. At the same time, its effectiveness is illustrated by some numerical examples. The model introduces hierarchical structure and evaluator's value judgement to much discriminate the efficiency.
