The automatic hydrological investigation system, as a modern technique of real-time collection, transmission,analysis and promulgation of hydrologic information, is an effective way to forecast the flood in river basins and reservoirs and make rational use of water resource,it is a symbol of constructing auto- hydrologic management . Because of its low cost, short construction period and high efficiency, the automatic hydrological investigation system is very useful in flood prevention.The hydrological investigation system collects, releases and transmits hydrologic information traditionally through telephone network, which would consequently be difficult to keep timely in a bad weather. Later a great progress has been achieved when the telephone network was substituted for Internet network. In order to acquire the hydrological information, the users have to use computers connected to the Internet. Nevertheless the hydrological investigation system applies mainly at sparse, rural areas out of public network scope, where construction of Internet network would be difficult, money and time consuming. So the Internet transmission traffics would also block timely information from source sites and responses from decision-makers.Fortunately, the Wireless Application Protocol (WAP), as a global open standard for the communications between mobile phones and Internet, terminal computer and Personal Digital Agency (PDA), makes it possible for the communication between wired and wireless networks. The WAP technique consists of a serious of protocols to standardize the communications between wireless facilities like sending and receiving e-mail, accessing WAP websites and so forth. With the application of WAP technique, users could enquire and locate hydrological information from hydrological investigation system in any condition without limitations of time and place, which thereby provides the Water Conservancy Ministry a good access to response timely and effectively. This thesis firstly built the logic model of hydrological investigation system, and then presented each module and the working system. Integrating the WAP technique into specific project, this work introduced the structure of the system software package, and subsequently presented the key approach and key techniques. Through essential programming, this work actualized the hydrological investigation system on the basis of WAP technique. The graphics of accessing from mobile phone to locate information from the hydrological investigation system given out in the thesis revealed the validity and suggested a potential way of constructing the future hydrological investigation system.
