From ancient times to modern times,drought is the major natural disasters for human beings.Even today when science and technology is so advanced,drought still causes many disastrous consequences.It is worth noting that,with the economic development and human population expansion,water shortages are becoming more and more serious,which directly leads to the expansion of arid regions and the increased trend of drought in the degree,and drought has become a global concern.In most parts of our country,agricultural production will be subject to the impact of droughts and floods,and drought is the most frequent,the most extensive,and the most intense impact of a weather disaster in these areas.Successive years of drought impact on economic and social sustainable development,it is necessary to strengthen the study of drought resistance.Speaking of the drought response,in addition to carrying out water engineering and water-saving projects,the research on drought resistance plans is the foundation of a very important job.Drought plans are,in the existing engineering facilities conditions and under drought capacity,the pre-established policies and measures for different levels and degrees of drought,which are the decision-making implementation of flood control and drought relief at all levels.Today's drought resistance is developed in a high degree of geographic information systems and large-scale increasingly accurate weather forecast circumstances,and to further say,with the increasing popularity of computer networks,to achieve accurate and timely drought resistance is built on the basis of data,so,compared with traditional drought resistance,modern drought resistance is data drought.Research on drought preparedness figure technical system support can ensure effective allocation of water resources when drought happens,scientific and rational implementation of projects,human,material scheduling,and shift from passive disaster resistance to initiative reducing drought to a minimum.In this paper,the research on dada drought resistance plans by supporting technical systems is to play a higher drought resistance efficiency on the basis of improving drought preparedness,so as to more effectively address optimal allocation of rural water, urban water supply,industrial water,energy irrigation water and ecological water in the areas.The basis and the core of Plans to support t technical system on droughis water resources allocation echnologies and the data of digital networks to build on water sources and water balance and drought preparedness in the relevant data based on Mikebasin platform t,which is to determine the level and the development of drought and drought measures.This study does not consider this drought and drought-level measures as the object of further study.This study starts from mathematics to statistics,dynamics.Through analysis,this paper preliminarily draws the following conclusions:(1)The technology of water resources allocation based on Mikebasin platform is the basis of number plan for drought support system which can in time and space scales to show visualization of local or global supply and demand relations and the allocation of water resources program.(2) The focus on digital drought plan supporting technology systems is analysis and calculation of water balance water supply and demand data collection,and the different levels of drought response and measures are scientificonly on this basis. (3)The paper proposes the drough t measures in the eleven towns which are in shortage of water after studying the drought existence at all levels.
