With the rapid development of statistical informationization, the need of Statistical Information System (SIS) at distirct level statistical departments is increasingly urgent. But there are so many problems at the existing systems, such as data intergration, data analysis and data visualization, that is unable to meet the application requirements. In this context, this paper focuses on the study of key issues of district level SIS designing.First, the existing databases are massive, heterogeneous and isolated, to meet the flexible analysis requirements, we have to build statistical data warehouse (DW) to integrate these data, but the flexibility of statistical indicators and the complexity of statistical analysis requirement has become the biggest problem in constructing this DW. In this paper, we use ROLAP based DW construction method, as its small storage cost and unlimited dimension, which is more flexible and can be updated dynamicly.Second, Geography Information System (GIS) techonoary, as a tool of spatial analysis and data visualization, plays an important role in SIS. At present, there are generally three scheme of GIS integration, commercial GIS components, WebGIS API and open source GIS components. open source GIS components has complete open source code, and has more flexible expansion or customization abilities. Considering the application requirements and price factors, this paper chooses the third scheme for development, using SharpMap GIS componetnts.Third, analysis methods integration has two main aspects to considered. On the one hand, the integration scheme of algorithm must ensure it's expansibility. On the other hand, the selection algorithm must take the analysis requirments of different operating personnel levels into account, namely the provision of classic descriptive statistics methods, data mining algorithms and the district economic analysis methods. On this basis, this paper broached Government Statistical Decision Support Oriented Statistical Geography Information System solution, completed the system design and implementation, and provided a few representative application cases.
