Science And Technology Resource Distributive Justice Research

Technical resources are the material base of the advance in technology,the basic elements of"The First Productive Forces". The advance in technology cannot be separated from the reasonable disposition and the highly effective use of technical resources. Recently,our country has enhanced the technical investment dynamics so that the insufficiencies of technical resource investment has been alleviated to a certain extent,however, the problem of regional science and technology resource deployment has not been solved well yet.The technical resources are not rich in China, which requests that we should assigned science and technology resources fairly and properly,not only improving the efficiency but also the fairness. For quite a long time, the technical resources are generally recognized as public resources, so the disposition is mainly dependent on policies. As a result of developmental strategy's influence in China,the technical resource assignment leans to the eastern part; In contrast, it is not reasonable in the mid-west areas.There are many causes of this situation,main of which are the nature and social factors. Many differences between areas,for example natural resources, geographical qualification, market mechanism as well as the policy environment and so on which lead to the non-balanced development of local science and technology. Although the unbalance is an inevitable phenomenon in certain stage of social development, which is advantageous to the overall efficiency enhancement, society and politics contradictory would be radical to harm the overall benefits if the disparity oversized or the duration lasted excessively.Therefore,research for regional disposition of science and technology resources from the assignment justice angle, it has theoretical and practical significance in term of reducing regional economy disparity as well as promoting integral economy development in China.
