Chongqing is located in karst areas in southwest of China, the environment of karst areas is very vulnerable. With the rapid development of economic growth and continuously intensified human activities, the phenomenon of underground rivers in Chongqing being polluted is very common. Because of serious lag in water conservancy construction and continually increase of industrial, agricultural and urban water use, shortage of water resources in Chongqing is getting worse. Spatial database is a very important element of geographical information system, which influences the function and efficiency of a GIS system. ArcSDE the middleware connects GIS application program and RDBMS and realizes the unified and effective storage and managment of spatial data and attribute data. The traditional WebGIS makes GIS serve wider social group through the Internet. However, with the development of Internet technology, WebGIS users have higher requirements with the performance and interactive effect of WebGIS. The rich Internet application combines the interactive effect of desktop application and the flexible deployment of web application, when applied in GIS field, it can realize complex interaction, smooth map zooming and satisfy the higer experience requirement of WebGIS users. Flex is currently the leader in rich Internet application development, with the seething development of RIA, ESRI releases ArcGIS api for Flex. WebGIS application that has outstanding performance and better user experience can be constructed with both the Flex components and all kinds of resources of ArcGIS Server.This paper realized the web publication of Chongqing underground river resources using the technologies mentioned above. Firstly, this paper summarized the exploitage and research about Chongqing underground river resources, and put forward the importance of constructing web publishing system of Chongqing underground river resources. Then the deficiency of traditional WebGIS and the supriority of RIA were discussed, and a development method using Flex components and ArcGIS api for Flex was introduced. As the complexity and speciality of the spatial data, the third and forth chapter discussed the storage of GIS data and the process of building database. Finally, data stored in spatial database is used to form a map document; the client program is developed with Adobe Flex while the server uses ArcGIS Server to publish map services. The system completed shows better advantage and broader prospect over WebGIS based on HTML.
