With the process of China's informatization pushed forward continuously and the Digital water was proposed, the informatization of Water has been attached great importance to the people. Facing with the flood disasters which is one of the most serious natural disasters, how to make use of existing flood control works and scientific and technological means to manage and operate scientific, to support people to make the decision of the flood control, to improve flood protection level, as much as possible to reduce the damage of flood and to protect people's lives and property effectively has very important significance in Today's world.In recent years, the powerful technology of 3S has been used more and more in the digital water continuously. Efficient data management and query, wealth of information visualization and powerful spatial analysis have made it a good use in this area. And the same time, the maturing technology of WebGIS is promoting the construction of digital water further.The superiority and significance of deeply application of GIS technology which is used in the flood control and operation are discussed in this paper. All kinds of problems in the flood control system are fully discussed in this paper. The paper takes the flood control and operate decision support system of Wenzhou City as an example, which is based on summarizing the status of research in flood control and operate at home and abroad and analysis GIS technology's applications in flood control and operation. Using the combine model of B/S and C/S, the flood control and operate decision supporting system based on WebGIS is developed supported by the ArcGIS Server and water-related software of DHI. It realizes the query of the conditions of water, rain, disaster and other basic information, which can be transported by the network in real time. In this way, users can know and master this information so friendly and timely that it can provide reliable information support for the flood control decision and disaster relief. The operation and simulation functions of this system can carry out on flood forecasting and modeling According to existing data and can generate different programs of operation which can be used to analysis for users. At the same time, these functions can also carry out the evolution and early warning of the flood's occurrence to help people to make scientific decisions of flood control and operation which would mitigate or reduce impact of flood disaster as much as possible. Using the basic datum database of the watershed, combined with the hydrological model, different results of operation schemes can be calculated and simulated to provide a scientific basis for flood control and decision. The realization of informatization, digitization and scientization of Flood control and the resistance of typhoon in Wenzhou City can substantially improve the effectiveness of flood control and operation decisions and lay a solid foundation for minimizing the losses caused by typhoons and torrential rain.With the development of computer and network, the application of WebGIS technology in flood control and operation decision support system will be deeply and widely, realize all kinds of the system's functions bitterly and support people to complete all of the work in flood control and operation scientifically and rationally.
