| Following with the rapid development of modern industrial production, transport and the urban construction, the influence against the people's normal life which is caused by environmental noise pollution is more and more serious. Urban environmental noise monitoring has become an important component of the environmental monitoring system. The urban environmental noise is monitored to make sure the level of various regional noises, to study the trend of urban environmental noise, to reflect the status of regional environmental noise accurately and opportunely, to help the macro-control which is determined by the environmental management, and also to develop a reasonable environmental protection measures and countermeasures. So whether it could reflect the actual situation of urban environmental noise is the fundamental sign of city noise monitoring capability.At present, there is a certain limitation of the method selected to choose urban traffic noise monitoring point in China. The spatial distribution of monitoring points is unreasonable. Accordingly, the problem needs to be addressed in practical issues is how to choose a scientific method to optimize the noise monitoring point, and the installation of on-line measurement is a inevitable trend of future . The appreciation of region noise pollution could be finished by a scientific noise monitoring point optimization method, and it has a important meaning for the decision-making and planning of government.This paper is funded by the technology projects of Jilin Provincial Environmental Protection Bureau (No.:Environmental Science and Technology of Jilin Province No. Item No. 2008-23), the urban"Noise Island"concept is proposed according with the region noise situation of Changchun, with integrated neural network as the main technical means .Then the noise pulse model was funded to choose the best traffic noise monitoring points ,and the rules how to select and optimize the minimum distortion point position was also studied which is based on gray system theory ; a integrated neural network which has a flow weight was used to fund the noise island model for class 1 and 2 noise district of Changchun ,and also selected a minimum of surface noise islands support little bit. The method used to select the "Noise Island" minimal distortion little bit was studied based on gray absolute correlation matrix theory. Finally the"noise island"model used to optimize the traffic noise monitoring point proved a good effect by verification. |
