With the development of urbanization process,the town's people and the scale of town have become bigger and bigger.Because of that, the road played the role of connecting previously had become urbanization road. In the process of transformation,becaulse of the increase number of traffic and the complex composition of traffic,the problem of traffic safety become more and more seriously. Especially under the adverse weather, the problem of traffic safety become more obvious.So the research of traffic safety under weather have great significance for traffic safety.This paper is based on the traffic flow date under rain and fog, studying the variation of traffic flow under rain and fog. The traffic flow which include running speed, traffic capacity, distance of vehicles and so on. This paper through the method that has the traffic flow date under adverse weather compare to it under normal weather. And the paper analyze the influence of rain and fog to traffic flow. The paper is based on the classification of weather conditions, giving the suggestions of management of traffic safety and speed limit under different weather conditions. This paper study the method of setting the devices of traffic safety under adverse weather, and through the experimental ways to test availability and parameter of traffic devices.This paper's research findings provide the date to the influence of traffic flow under adverse weather, giving the ways of setting traffic safety devices and management of traffic safety of urbanization road under adverse weather. These ways have some utility value for traffic safety.
